Explanation                     

Background:  This ordinance authorizes the City Clerk to enter into a grant agreement with Lead With Purpose in support of their general operations and services to the community.

 

The mission of Lead With Purpose is to promote effective leadership skills, self-confidence, personal value, progressive decision making, effective goal setting, positive attitudes, healthy relationship building, and life skills. This is achieved through mentoring, social entrepreneurship, academic excellence, and community engagement. Specifically, this grant seeks to support Lead With Purpose’s “LEAD” Academy which is based on principles of Leadership, Empowerment, Adaptability, and Discipline.

 

This grant may support personnel, supplies, or services costs, but will not pay for any food or beverage expenses. Lead With Purpose may also use funds to provide subgrants as part of the execution of their mission. This ordinance authorizes an upfront payment to Lead With Purpose to support their work. Lead With Purpose does not currently have sufficient funds on-hand to await reimbursement for expenses incurred.

 

Fiscal Impact: Funding is available within the Neighborhood Initiatives subfund.

 

Emergency Designation: Lead With Purpose is in need of upfront funding to support their activities this summer. To provide funding in a timely manner to the organization rather than facing a multiple-week delay after the passage of the ordinance, emergency designation is requested.

To authorize the City Clerk to enter into a grant agreement with Lead With Purpose in support of their general mission and operations; to authorize an expenditure of $20,000.00 within the Neighborhood Initiatives subfund; and to declare an emergency. ($20,000.00)

 

Body

WHEREAS, Columbus City Council seeks to promote community engagement opportunities that encourages leadership, empowerment, adaptability, and discipline skills for Columbus residents; and

 

WHEREAS, Lead With Purpose is a mission-driven organization that seeks to cultivate leadership, empowerment, adaptability, and discipline; and

 

WHEREAS, an emergency exists in the Clerk's Office in that it is immediately necessary to authorize the Clerk to enter into this agreement to ensure the timely support summer activities to Lead With Purpose for their L.E.A.D. With Purpose Academy programming and other general services to the community, all for the immediate preservation of the public health, peace, property, safety and welfare; and NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the City Clerk is hereby authorized to enter into a grant agreement with Lead With Purpose, in an amount not to exceed $20,000.00.

 

SECTION 2.  That the expenditure of $20,000.00 or so much thereof as may be needed pursuant to the action authorized in SECTION 1 of this ordinance, is hereby authorized in the Neighborhood Initiatives subfund, fund 1000, subfund 100018 per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
