Explanation
 
Background:  
This ordinance will grant permission to the following groups to apply for a temporary liquor permit authorizing the sale of alcoholic beverages at special events to be held during 2012:
  1. Community Youth & Young Adult Empowerment Inc., July 7 July 5-7;
  2. Alkebulan Inc., September 1-2.
 
These organizations wish to sell alcoholic beverages to eligible patrons on city streets to be used for their events.  This is the first year for both events.  
 
The City of Columbus, acting by and through its Director of Recreation and Parks, is required to grant approval to the organizers of these events so they may obtain the required permits from the Ohio Department of Commerce, Division of Liquor Control.
 
 
Benefits to Public: Allow a street to be the host site for a charitable organization to host an event as a community fundraising endeavor with proceeds going back to the community.
 
Community Input/Issues: This legislation has the support of the charitable organization that will benefit from its passage. Event coordinator will still need to secure street closure signatures from neighborhood property owners before closing streets.
 
Emergency Justification: It is immediately necessary to grant consent for this street closure for the immediate preservation of the public health, peace, prosperity and safety.

To authorize and direct the Director of Recreation and Parks to grant consent to Community Youth & Young Adult Empowerment Inc., and Alkebulan Inc. to apply for permission to sell alcoholic beverages at their 2012 community events; and to declare an emergency. ($0.00)
 
Body
 
WHEREAS, the following special events will take place during 2012: The Ohio Homecoming and the Soul Food Music Festival; and
 
WHEREAS, following precedent, the organizers of these events wish to sell alcoholic beverages at said events; and
 
WHEREAS, to this end, permission from the City of Columbus is required as it is the property owner involved; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Recreation and Parks in that it is immediately necessary to grant consent to the organizers to apply for a temporary liquor permit from the Ohio Department of Commerce for the events thereby preserving the public health, peace, prosperity and safety; NOW, THEREFORE
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Director of Recreation and Parks be and is hereby authorized and directed to grant consent on behalf of the City of Columbus to the following organizations to apply for appropriate liquor permits to enable the non-profit groups to sell alcoholic beverages during the hours specified in said permits and at specified locations during their 2012 special events:
 
                                   1)      The Community Youth and Young Adult Empowerment Inc., July 7 July 5-7;
2)   Alkebulan, Inc., September 1-2.
 
SECTION 2.   That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor approves nor vetoes the same.
