Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into a grant agreement with the Young Men’s Christian Association in an amount up to $162,000.00 to provide funding for rental support to the tenants during this final phase of the relocation project, which will begin on February 1, 2024. Funding will be advanced to the agency on a predetermined schedule.
The YMCA of Central Ohio provides affordable housing and wrap around services to chronically homeless individuals at 40 W. Long Street facility. In October 2021, the YMCA of Central Ohio received a $2,000,000.00 grant from the City of Columbus to begin the process of relocating tenants due to ongoing maintenance costs and the anticipated sale of the building. The relocation plan for the residents includes transitional housing and supportive services, placement in permanent supportive housing developments, and access to housing vouchers through CMHA.
The YMCA of Central Ohio's supportive housing program for adult men and women, offers the assistance and support needed to stabilize and maintain independent housing, while providing access to those supportive services needed in order to achieve the highest possible standard of living.
The YMCA of Central Ohio is building two new projects that will ultimately rehouse residents who were displaced from 40 W. Long Street. Due to the extended construction time line for the completion of the projects, McKinley Manor and Touchstone Place II, the Department of Development is committed to providing additional funding in the amount of $162,000.00 dollars to ensure that the residents who were relocated from the 40 W. Long St. facility remain housed until their permanent unit is available.
FISCAL IMPACT: The funding of $162,000.00 has been allocated from the Administration Division’s 2024 General Fund Budget, this ordinance is contingent on the passage of the 2024 Operating Budget, Ordinance 3012-2023.
CONTRACT COMPLIANCE: The vendor’s contract compliance number is 006085 and expires on 2/23/2024, and is in the process of being updated.

WHEREAS, funding will be advanced to the agency on a predetermined schedule; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Development is hereby authorized to enter into a grant agreement with the Young Men’s Christian Association in an amount up to $162,000.00 to provide funding for rental support to the tenants during this final phase of the relocation project, which will begin on February 1, 2024, and is authorized to advance funds per a schedule to be included in the agreement.
SECTION 2. That for the purpose stated in Section 1, the expenditure of $162,000.00 or so much thereof as may be needed, is hereby authorized in Fund 1000 (General Fund), Dept. 44-01 (Administration), in object class 03 (Services) per the accounting codes in the attachment to this ordinance.

SECTION 3. Funds are hereby deemed appropriated and expenditures authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 5. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
