PROPOSED USE:  Mixed-use development.

 

DEVELOPMENT COMMISSION RECOMMENDATION:  Approval (5-0) on May 14, 2026.

 

NORTH CENTRAL AREA COMMISSION RECOMMENDATION:  Approval.

 

CITY DEPARTMENTS' RECOMMENDATION:  Approval. The site consists of one undeveloped parcel in the AR-12, Apartment Residential District. The requested L-M-2, Limited Manufacturing District will allow the site to be developed with less-objectionable manufacturing and office uses. The text includes appropriate use restrictions and development standards, as well as a commitment to develop the site in accordance with the submitted site plan. The request is consistent with the Columbus Growth Strategy’s “Mixed-Use 2” land use recommendation. Concurrent Council variance (Ordinance #1613-2026; CV26-030) will allow three dwelling units within a proposed mixed-use building and will reduce required parking, parking setback, loading space, building setback, landscaping, and buffering requirements.

WHEREAS, application #Z25-070 is on file with the Department of Building and Zoning Services requesting rezoning of 0.44± acres from AR-12, Apartment Residential District, to L-M-2, Limited Manufacturing District; and

 

WHEREAS, the Development Commission recommends approval of said zoning change; and

 

WHEREAS, the North Central Area Commission recommends approval of said zoning change; and

 

WHEREAS, the City Departments recommend approval of said zoning change because the requested L-M-2, Limited Manufacturing District will allow development that is consistent with the Columbus Growth Strategy’s land use recommendation at this location; now, therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Official Zoning Map of the City of Columbus, as adopted by Ordinance No. 0179 -03, passed February 24, 2003, and as subsequently amended, is hereby revised by changing the zoning of the property as follows:

Situated in the State of Ohio, County of Franklin and City of Columbus:

 

Being Lots Numbered Ninety-Eight (98), Ninety-Nine (99), One Hundred (100), One Hundred One (101) and One Hundred Two (102) of H. H. Parson’s Addition, as the same are numbered and delineated upon the recorded plat thereof, of record in Plat Book 7 Page 238, Recorder’s Office, Franklin County, Ohio.

SECTION 2. That a Height District of thirty-five (35) feet is hereby established on the L-M-2, Limited Manufacturing District on this property.

 

SECTION 3.  That the Director of the Department of Building and Zoning Services be, and is hereby authorized and directed to make the said change on the said official zoning map and shall register a copy of the approved L-M-2, Limited Manufacturing District and Application among the records of the Department of Building and Zoning Services as required by Section 3370.03 of the Columbus City Codes; said site plan titled, “PROPOSED SITE PLAN,” dated May 21, 2026, and said text titled, “LIMITATION TEXT,” dated May 20, 2026, both signed by Gary K. 1.  INTRODUCTION: The site was changed to AR-12 in 2022 but that owner was not able to pursue the project. Applicant wishes to construct a small Office/Warehouse project. Proposed tenants shall be small contractors and/or sub-contractors requiring limited office space and warehouse space for short term storage of light construction materials which is a use consistent with property to the north and West of the subject property.

 

2.  PERMITTED USES: Those permitted uses shall be all uses of Chapter 3367, M-2 manufacturing district of the Columbus City Code, EXCEPT for the following uses:

 

                     Adult Entertainment establishment and/or an adult store

                     Automotive maintenance and repair

                     Warehouse, Storage in bulk or sales establishment for: Sales Establishment

                     Exterior storage of Building Materials or Lumber

                     Warehouse of Bulk Storage for:

o Drugs

o Feed

o Food

o Ice

o Machinery

o Metals

o Soil Stabilizers

o Tobacco

                     Underground Storage

                     Wholesaling or distribution establishment or Warehouse or wholesale market

                     Truck or transfer terminal or freight house or bus garage or repair shop

                     Railroad Yard

                     Stable

                     Wagon Sheds

                     All uses contained within Sections 3367.04 to 3367.08

 

3.  DEVELOPMENT STANDARDS: Unless otherwise indicated in this written text, the applicable development standards are those contained in Chapter 3367, M-2 -manufacturing district.

 

A.  Density, Height, Lot and/or Setback Commitments:

 

1)  The proposed building shall be set back 6.5 feet from the new 100 feet 5th Avenue ROW and Fifteen (15) feet from the new 80’ Brentnell ROW (see CV26-030).

 

2)  The proposed Building will not exceed 31.5 feet in height.

 

3)  The proposed building will include a total of four office/warehouse units, two (2) 1 bedroom 1 bath dwelling units and one (1) 2 bedroom 1 bath dwelling unit (three total dwelling units- see CV26-030).

 

B.  Access, Loading, Parking, and/or Other Traffic Related Commitments:

 

1)  Parking requirements were calculated based upon the square footage of office and the square footage of warehouse, which totals 14, and three (3) residential units requiring an additional 6 parking spaces for a total of 20 spaces. The proposed plan will provide a total of 12 parking spaces (see CV26-030).

 

2)  Loading is provided at each overhead door for a total of 5 loading spaces (see CV26-030).

 

3)  A total of four bicycle parking spaces will be provided.

 

C.  Buffering, Landscaping, Open Space, and/or Screening Commitments:

D.  Building Design and/or Interior-Exterior Treatment Commitments:

 

N/A

 

E.  Dumpsters, Lighting, Outdoor Display Areas, and/or other Environmental Commitments:

 

Canopy lighting shall be provided on the front of the proposed building, and the parking lot will be illuminated with building mounted lights

 

F.  Graphics and/or Signage Commitments: No special requirements are needed.

 

All graphics and signage shall comply with Article 15, Chapter 33 of the Zoning Code, and any variance to those requirements will be submitted to the Columbus Graphics Commission for consideration.

 

G.  Miscellaneous Commitments:

 

The Subject Site shall be developed in accordance with the submitted site plan titled, “Proposed Site Plan,” dated May 21, 2026, and signed by Gary K. Dunn. The site plan may be slightly adjusted to reflect engineering, topographical or other site data developed at the time of development or when engineering plans are completed. Any slight adjustment to the plan shall be reviewed and may be approved by the Director of the Department of Building and Zoning Services or his designee upon submission of the appropriate data regarding the proposed adjustment.

 

SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
