Explanation
Background
This ordinance authorizes the City Auditor to increase the appropriation within the Strom Sewer Operating Fund.
An increase in appropriation is requested in the Storm Sewer Operating Fund budget by $800,000.00. Storm Water Operating Fund has substantial cash in the operating funds over and above the coverage requirement. It is requested that this be an emergency measure. Additional appropriation authority is necessary to fund GIS data conversion services for the department, Ordinance No. 1409-2007 and for modification of a contract for stormwater outfall monitoring, Ordinance No. 1523-2007, as required under the department's NPDES Stormwater Permit.
Fiscal Impact
The 2007 Storm Sewer Operating Fund budget will be increased by $800,000.00. Funding for this increase will come from existing operating fund cash.

WHEREAS, an increase of $800,000.00 in the appropriation of the Storm Sewer Operating Fund budget is required to fund GIS data conversion services for the department, Ordinance No. 1409-2007 and for modification of a contract for stormwater outfall monitoring, Ordinance No. 1523-2007, as required under the department's NPDES Stormwater Permit, and
WHEREAS, Storm Water Operating Fund has substantial cash in the operating funds over and above the coverage requirement, and
WHEREAS, an emergency exists in the usual daily operation of the Division of Sewerage and Drainage, of the Department of Public Utilities, in that it is immediately necessary to increase the appropriation within the Storm Sewer Fund budget to fund GIS data conversion services for the department, Ordinance No. 1409-2007 and for modification of a contract for stormwater outfall monitoring, Ordinance No. 1523-2007, as required under the department's NPDES Stormwater Permit,for the preservation of the public health, peace, property, safety and welfare; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the City Auditor be and is hereby authorized to increase the appropriation within the Strom Sewer Operating Fund No. 675 by $800,000.00.

SECTION 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
