Explanation

 

BACKGROUND 

 

The purpose of this ordinance is to authorize Columbus City Council to enter into a grant agreement with The Greater Columbus Network of Villages (The Villages) in support of outdoor home maintenance for older adults (50+) in different neighborhoods across the City. 

 

The Villages offer services/supports to generate lasting economic stability so older adults are able to age in community as they wish. They provide members with indoor/outdoor home maintenance services completed by volunteers, Village Directors, and other providers. Home maintenance poses a challenge for older adults aging in community. In MORPC’s 2017 Age Friendly Columbus report, 30% of surveyed older adults indicated “no” or “I’m not sure” when asked if they agreed that they are able to maintain the outside of their home. Home repairs and modifications may extend beyond an older adult’s fixed income and jeopardize an individual's ability to remain at home. When capable volunteers are not available, Village Directors seek out vetted service providers to fulfill unmet needs. Service providers are asked to provide a discount to Village members.

 

This funding will assist The Villages in providing outdoor home maintenance services, including snow removal for the remainder of winter, for older adults in the Downtown, Near East, Hilltop, German Village, Near South, and Clintonville areas.  Columbus City Council has been an advocate for the needs of aging residents in our communities, and is supporting this project with $8,000.00 in funding from the Neighborhood Initiative subfund. 

 

 

EMERGENCY DESIGNATION:  Emergency action is requested in order to immediately provide The Greater Columbus Network of Villages with the support necessary to continue providing these services to residents in need.

 

 

FISCAL IMPACT:  Total appropriation is $8,000.00 and is available in the 2020 budget within the Neighborhood Initiative subfund, Fund 1000-100018.

To authorize Columbus City Council to enter into a grant agreement with The Greater Columbus Network of Villages in support of outdoor home maintenance for older adults; to authorize an appropriation and expenditure of $8,000.00 within the Neighborhood Initiative subfund, and to declare an emergency. ($8,000.00)

 

 

Body

 

WHEREAS, The Greater Columbus Network of Villages is a non-profit organization serving members age 50 and over who live in several adjacent, historic neighborhoods of Columbus; and

 

WHEREAS, this organization provides members with indoor/outdoor home maintenance services completed by volunteers, Village Directors, and other providers; and

 

WHEREAS, Columbus City Council has been an advocate for, and supporter of, services that account for our older residents; and

 

WHEREAS, $8,000.00 is available in the Neighborhood Initiative Fund for appropriation and expenditure to provide for this need; and

 

WHEREAS, an emergency exists in the usual daily operation of Columbus City Council, in that it is necessary to ensure that The Villages has the ability to continue offering these services for the immediate preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1:  That Columbus City Council is hereby authorized to enter into a grant agreement with The Greater Columbus Network of Villages in support of outdoor home maintenance for older adults.

 

SECTION 2:  That the City Auditor is hereby authorized and directed to appropriate $8,000.00 in the Neighborhood Initiatives subfund, fund 1000, subfund 100018, to Columbus City Council per the accounting codes in the attachment to this ordinance.

 

SECTION 3:  That the expenditure of $8,000.00, or so much thereof as may be needed pursuant to the action authorized in SECTION 1 of this ordinance, is hereby authorized in the Neighborhood Initiatives subfund, fund 1000, subfund 100018 per the accounting codes in the attachment to this ordinance.

 

SECTION 4:  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
