Explanation
 
The purpose of this legislation is to authorize the Director of Public Utilities to extend the contract for Security Guard Services with US Security Associates Inc. at the Sewer Maintenance Operations Center and to waive the provisions of City Code Section 329.06.
 
The Sewer Maintenance Operations Center located at 1250 Fairwood Avenue has a variety of equipment and vehicles and also houses the Department of Public Safety 911 Call Center and Police Property Room, therefore the complex requires security twenty-four (24) hours a day. The Director of Public Utilities opened proposals on December 3, 2004. Seven (7) bids were received.
 
The contract was established in 2005 for a period of one (1) year. The contract language allowed the contract to be extended for two (2) more years on a year to year basis. The Division of Sewerage and Drainage entered into the first year of the agreement via purchase order EL005346 which expired May 31, 2006. It was the intention of the Department of Public Utilities to hire security personnel in 2006 prior to the expiration of the contract and not to extend the agreement with US Security Associates Inc. However, there has been a delay in the hiring process so it has become necessary for the Division of Sewerage and Drainage to extend the contract with US Security Associates Inc through November 6, 2006 for security services at the 1250 Fairwood Complex.

FISCAL IMPACT: $48,000.00 is needed for this extension
 
$142,350.00 was established on the original contract.
 
Emergency legislation is being requested so that security at the Sewer Maintenance Operations Center can continue without any interruption.

Body
 
WHEREAS, the Division of Sewerage and Drainage, Sewer Maintenance Operations Center located at 1250 Fairwood Avenue has a need for twenty-four (24) hour security and,
 
WHEREAS, the Director of Public Utilities opened proposals on December 3, 2004, seven (7) proposals were received, and
 
WHEREAS, a committee ranked each proposals and recommended that four (4) companies be interviewed, after complete evaluation, the committee selected the best bidder, US Security Associates Inc., and
 
WHEREAS, the Department of Public Utilities had intended to hire security personnel and not utilize the extension options available in the original contract, and
 
WHEREAS, there has been a delay in the hiring process and it has become necessary to extend the contract with US Security Associates through November 6, 2006, and
 
WHEREAS, there is a need to continue having security services at the 1250 Fairwood Complex, and
 
WHEREAS, the Division of Sewerage and Drainage wishes to waive the provisions of Columbus City Code Section 329.06, and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Utilities, Division of Sewerage and Drainage in that it is immediately necessary to modify and extend so that security at the Sewer Maintenance Operations Center can continue without any interruption with US Security Associates Inc. for the immediate preservation of the public health, peace, property and safety; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1. That the Director of Public Utilities be and is hereby authorized to modify and extend the contract with US Security Associates Inc. for Security Guard Services for the Division of Sewerage and Drainage through November 6, 2006.
 
Section 2. That the expenditure of $48,00000 or so much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund No. 650, OCA 606202, Object Level 1: 03, Object Level 03: 3398.
 
Section 3. That this Council finds it in the best interest of the City of Columbus to waive the provisions of Columbus City Code Section 329.06.
 
Section 4. That for the reasons stated in the preamble hereto, where is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
