Explanation

 

Background: This ordinance authorizes the Director of the Department of Development to enter into a one (1) year service contract with MRI Software LLC for the continued use of Rehab Pro software, including support, training services, and to secure four (4) additional licenses in an amount up to $25,999.90 and to authorize the payment of expenses prior to the purchase order, starting July 1, 2025.

 

The Department of Development, Housing Division started using Rehab Pro software in 2020.  After five years of use, the Housing Division would like to continue using the software for project management and tracking of projects for the Division of Housing home repair programs.  Rehab Pro Direct software allows the Division of Housing to effectively monitor projects and track funds for the home repair programs.  The Department seeks to enter into a one (1) year contract beginning July 1, 2025, thru June 30, 2026. 

 

Emergency action is requested in order to continue the use of the Rehab Pro software, including support and training services without any break in services.

 

Contract Compliance: The vendor number is 028811 and expires 7/14/2027, staff are working with the vendor to update the certification.

 

Waiver Request:  A waiver of the competitive procurement requirements outlined in Columbus City Code Chapter 329.18 is being requested, as MRI Software LLC is the only hosted software currently available for purchase that can address all of the City of Columbus, Department of Development, and Housing Division’s needs in one solution.

 

Fiscal Impact: This ordinance authorizes the expenditure of $25,999.90 from the Department of Development’s 2025 General Fund Budget.

Body

 

WHEREAS, this ordinance authorizes the Director of the Department of Development to enter into a one (1) year service contract with MRI Software LLC for the continued use of Rehab Pro software, including support, training services, and four (4) additional licenses in an amount up to $25,999.90; to authorize the payment of expenses prior to the purchase order, starting July 1, 2025; and to authorize the expenditure of $25,999.90; and

 

WHEREAS, the Department of Development, Housing Division has used the Rehab Pro software for five years and would like to continue its use for monitoring, managing, and tracking of their home repair programs; and

 

WHEREAS, the contract is also needed in order to add 4 more licenses to the Rehab Pro Direct Software and to extend the previous year’s Recurring Software Services agreement for one year; and

 

WHEREAS, it has been determined that it is in the best interests of the City to waive the competitive bidding requirement as MRI Software LLC is the only hosted software currently available for purchase that can address all of the City of Columbus, Department of Development, and Housing Division’s needs in one solution; and

 

WHEREAS, emergency action is requested in order to continue the use of the Rehab Pro software, including support and training services without any break in services, all for the immediate preservation of the public health, peace, property, safety and welfare; and NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Development is hereby authorized to enter into a one (1) year service contract with MRI Software LLC for the continued use of Rehab Pro software, including support, training services, and to secure four (4) additional licenses in an amount up to $25,999.90; and the Director is hereby authorized to pay expenses related to the contract that were incurred prior to establishing the purchase order starting July 1, 2025.

 

SECTION 2.  That for the purpose stated in Section 1, the expenditure of $25,999.90 or so much thereof as may be needed, is hereby authorized in Fund 1000 (General Fund), Dept Div 4410 (Housing), object class 03 (Services) per the account codes in the attachment to this ordinance.

 

SECTION 3.  That City Council finds it in the best interest of the City to waive the competitive bidding provision of Chapter 329 of Columbus City Codes to enter into this agreement.

 

SECTION 4.  That funds are hereby deemed appropriated and expenditures authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
