Explanation

1.  BACKGROUND

This ordinance authorizes the Director of Public Service to enter into a professional services contract with Evans, Mechwart, Hambleton & Tilton, Inc. in the amount of up to $300,000.00 for the Roadway - Trabue Road and Walcutt Road project.

 

The intent of this project is to provide the City of Columbus, Department of Public Service, additional resources that are necessary to perform professional engineering and survey services as well as provide technical expertise for department to implement the Roadway - Trabue Road and Walcutt Road project, which includes installing a single lane roundabout at the intersection of Trabue Road and Walcutt Drive, and a shared use path (SUP) along the north side of Renner Road. Improvements also include the addition of an eastbound right turn lane and replacement of the traffic signal at the intersection of Renner Road and Rentra Drive, sidewalk on the north side of Trabue Road, lighting improvements, and pavement resurfacing.

 

The Department of Public Service, Office of Support Services, solicited Requests for Proposals for the Roadway - Trabue Road and Walcutt Road contract.  The project was formally advertised on the Vendor Services and Bonfire web sites from October 8, 2025, to November 5, 2025.  The city received nine (9) responses.  A proposal from Arcadis USA Inc. was deemed non-responsive due to their not meeting all required ODOT pre-qualification categories. The remaining proposals were deemed responsive and were fully evaluated when the Evaluation Committee met on November 14, 2025. The responding firms were:

Evans, Mechwart, Hambleton & Tilton, Inc. received the highest score by the evaluation committee and will be awarded the Roadway - Trabue Road and Walcutt Road contract. 

 

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against Evans, Mechwart, Hambleton & Tilton, Inc.

 

The certification of Evans, Mechwart, Hambleton & Tilton, Inc. was in good standing at the time the bid was awarded.  All other associated subcontractor certifications were in good standing at the time the bid was awarded.

2. CONTRACT COMPLIANCE INFORMATION

Evans, Mechwart, Hambleton & Tilton, Inc.’s contract compliance number is CC004214 and expires 10/17/2027. 

 

3. FISCAL IMPACT

Funding for this contract is available within Fund 7704, the Streets and Highways Bond Fund. An amendment to the 2025 Capital Improvement Budget to match cash and transfer of funds is necessary to establish sufficient budget authority for the project. Funds are appropriated.

To amend the 2025 Capital Improvement Budget; to authorize the transfer of funds within the Streets and Highways Bond Fund; to authorize the Director of the Department of Public Service to enter into contract with Evans, Mechwart, Hambleton & Tilton, Inc. for the Roadway - Trabue Road and Walcutt Road project; and to authorize the expenditure of $300,000.00 from the Streets and Highways Bond Fund to pay for contract. ($300,000.00)

 

Body

WHEREAS, there is a need to enter into a professional services contract to provide for additional resources that are necessary to perform various professional engineering, survey, and technical expertise for the department to implement the Roadway - Trabue Road and Walcutt Road project; and

 

WHEREAS, the Department of Public Service, Office of Support Services, solicited Requests for Proposals for the Roadway - Trabue Road and Walcutt Road project; and

 

WHEREAS, Evans, Mechwart, Hambleton & Tilton, Inc. submitted the best overall proposal for this project; and

 

WHEREAS, it is necessary to enter into a contract with Evans, Mechwart, Hambleton & Tilton, Inc. for the provision of professional engineering consulting services described above in the amount of up to $300,000.00; and

 

WHEREAS, it is necessary to authorize an amendment to the 2025 Capital Improvement Budget to match cash for the purpose of providing sufficient spending authority for the aforementioned project expenditure; and

 

WHEREAS, it is necessary for Council to authorize a transfer of funds within Fund 7704, the Streets and Highways Bond Fund, to establish sufficient cash to pay for the project; and

 

WHEREAS, it is necessary to authorize an expenditure of up to $300,000.00 from the Streets and Highways Bond Fund for the purpose of providing sufficient spending authority for the aforementioned project expenditure; and

 

WHEREAS, it has become necessary in the usual daily operation for the City to  enter into a contract with Evans, Mechwart, Hambleton & Tilton, Inc. for the provision of professional engineering consulting services described above; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the 2025 Capital Improvements Budget authorized by ordinance 1790-2025 be amended as follows to establish sufficient authority for this project:

SECTION 2.  That the transfer of $300,000.00, or so much thereof as may be needed, is hereby authorized within Fund 7704, (Streets and Highways Bond Fund), from Dept-Div 5912 (Design and Construction), Project P530161-100151 (Roadway Improvements - Scioto Peninsula), Object Class 06 (Capital Outlay) to Dept-Div 5912 (Design and Construction), Project P531091-100000 (Roadway - Trabue Road and Walcutt Road), Object Class 06 (Capital Outlay) per the account codes in the attachment to this ordinance.

 

SECTION 3.  That the Director of the Department of Public Service be and is hereby authorized to enter into a professional services contract with Evans, Mechwart, Hambleton & Tilton, Inc., 5500 New Albany Road, Columbus, Ohio 43054, for the Roadway - Trabue Road and Walcutt Road project in the amount of up to $300,000.00.

 

SECTION 4.  That the expenditure of $300,000.00, or so much thereof as may be needed, is hereby authorized in Fund 7704 (Streets and Highways Bond Fund), in Dept-Div 5912 (Design and Construction), Project P531091 - 100000 (Roadway - Trabue Road and Walcutt Road), in Object Class 06 (Capital Outlay) per the accounting codes in the attachment to this ordinance.

 

SECTION 5.  That funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 7.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 8.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
