Explanation
BACKGROUND: This ordinance authorizes the Director of Finance and Management, on behalf of the Facilities Management Division, to enter into a contract with Old Fashioned, LLC, for the Fire Alarm Office Renovation project.
The scope of work will provide necessary renovations to the entire Fire Alarm Office, located at 1250 Fairwood Ave., Columbus, OH 43207, which will include restrooms, kitchenette area and three remaining floors.
A competitive bidding process was conducted via BidExpress on behalf of the Facilities Management Division, in which there were (3) bids received. Old Fashioned LLC. was deemed the lowest, best and most responsive and responsible bidder, in the amount of $322,500.00.

WHEREAS, bids for the Fire Alarm Office Renovation Project were received and opened on behalf of Facilities Management Division on March 30, 2026; and
WHEREAS, the lowest, best, most responsive and responsible bid for the Renovation Project was submitted by Old Fashioned, LLC. in the amount of $322,500.00; and
WHEREAS, it is necessary to authorize the Director of Finance and Management to award and execute a contract for the Fire Alarm Office Renovation Project; and
WHEREAS, it is necessary to authorize the transfer and expenditure of funds within the Construction Management Capital Improvement Fund; and
WHEREAS, it is necessary to authorize an amendment to the 2025 Capital Improvement Budget; and
WHEREAS, it has become necessary in the daily operation of the Department of Finance and Management, Facilities Management Division, to authorize the Director of Finance and Management to enter into a contract with Old Fashioned, LLC. for the Fire Alarm Office Renovation Project for the preservation of public health, peace, property, and safety; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Finance and Management, on behalf of the Facilities Management Division, is authorized to enter into contract with Old Fashioned LLC. for the Fire Alarm Office Renovation Project, in the amount of $322,500.00.
SECTION 2. That the transfer and expenditure of $322,500.00, or so much thereof as may be necessary in regard to the actions authorized in SECTION 1, is hereby authorized in Fund 7733 - Construction Management Capital Improvement Fund, in Object Class 06, Capital Outlay, per the accounting codes in the attachment to this ordinance.
SECTION 3. That the 2025 Capital Improvement Budget is hereby amended per the accounting codes in the attachment to this ordinance.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.
SECTION 6. That the City Auditor is authorized to establish proper project accounting numbers as appropriate.
SECTION 7. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 8. That this ordinance shall take effect and be in force from and after its passage from the earliest period allowed by law.
