Explanation
BACKGROUND:
Need: To authorize and direct the Director of Finance and Management, to enter into contract with Twin Tooling for the purchase of a Secure Firing Device for the Division of Police, Crime Lab. This device will protect the health and safety of the crime lab personnel who test fire unknown weapons and proof weapons for crime analysis in addition to improving test procedures.
Bid Information: A search of the internet was conducted, along with recommendations from other Firearms Examiners. The leading professional organization for Firearms Examiners, AFTE has a link for merchants and suppliers. Also, Columbus Examiners have been in contact with representatives from different forensic suppliers at professional meetings and all this information determined that other remote firing devices are available; however, there are major inadequacies with their use, along with safety concerns. The Secure Firing Device can fire up to 50 caliber machine guns on full auto firing; no other device is capable of that.
Twin Tooling is the only manufacturer and distributor of this type of unique Secure Firing Device; therefore this contract will be entered into in accordance with the sole source procurement provisions.
Negotiations were conducted with the company to obtain the best possible pricing for the City of Columbus Division of Police. The contract with Twin Tooling, Inc. will cost $23,800.00.
This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.

FISCAL IMPACT - $25,000.00 has been appropriated for this purchase through the Law Enforcement Contraband Seizure Funds.

Body
WHEREAS, the City of Columbus Division of Police needs to purchase a Secure Firing Device for the health and safety of the crime lab personnel; and
WHEREAS, the cost of this purchase was appropriated in the Law Enforcement Contraband Seizure Funds; and
WHEREAS, it is in the best interest of the City to enter into this contract in accordance with provisions of Section 329.07(e) (Sole Source) of the Columbus City Codes, 1959; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
SECTION 1. That the Director of Finance and Management, be and is hereby authorized and directed to enter into contract with Twin Tooling Inc., for the purchase of a Secure Firing Device for the Division of Police.
SECTION 2. That the expenditure of $23,800.00 or so much thereof as may be needed, be and the same is hereby authorized as follows:

SECTION 3. That said contract shall be awarded in accordance with provisions of Section 329.07(e) (Sole Source) of the Columbus City Code, 1959.
