Explanation
 
This legislation authorizes the Public Service Director to reimburse  the Public Utilities Department, Division of Sewerage and Drainage (DOSD) in the amount of $48,638.00 for full depth pavement replacement and resurfacing of the north half of Sycamore Road associated with the DOSD sanitary sewer improvements.  
 
During the 2004 construction season, the DOSD let a project to perform sanitary sewer work on Sycamore Road, running west from Rhoads Avenue to Bulen Avenue.  During construction in May, 2004 the City of Columbus Transportation Division was contacted by DOSD to review the existing concrete base on the north half of Sycamore Road within the limits of Rhoads Avenue to the east and Bulen Avenue to the west.  The existing sanitary project on Sycamore Road included full depth pavement repairs from approximately the centerline of Sycamore Road to the south edge of pavement.  Thus, the north half is an addition to the original scope of work.  
 
During a field visit between Transportation and DOSD the existing concrete base on the north side of Sycamore Road was found to be in a deteriorated state and required a full depth removal and replacement.  The Transportation Division requested a cost proposal from Kokosing Construction to determine a construction cost to repair the north half of Sycamore Road within the above referenced limits.
 
In an effort to provide a consistent and seamless paved surface, in conjunction with the sanitary sewer improvements, it was decided that additional pavement replacement and resurfacing would be performed by the contractor.  It was in the City's best interest to include the additional pavement replacement and resurfacing with the sanitary sewer project.  This saves the City time and money by having one Division administer this project, including both the sanitary sewer and resurfacing work, and saves placing an unnecessary burden on the residents located on Sycamore Road.
 
Project managers from both Divisions worked together to complete this additional work.  The final cost breakout was completed.  This legislation authorizes the Transportation Division to reimburse the DOSD in the amount of $48,638.00 for this additional pavement replacement and resurfacing work.  
 
Fiscal Impact:  This ordinance will authorize and expenditure of $48,638.00.  Funds are available within the Municipal Motor Vehicle License Tax Fund 266 and are being appropriated from the unappropriated balance of said Fund within this ordinance to pay for this reimbursement.

WHEREAS, the Division of Sewerage and Drainage let a project that included installing sanitary sewers along with resurfacing the southern half of Sycamore Road, running west from Rhoads Avenue to Bulen Avenue, and
 
WHEREAS, upon further inspection, it was determined that the northern half of Sycamore Road between the above limits displayed a deteriorated concrete base, which requires full depth removal and replacement in addition to the original scope of work, and
 
WHEREAS, this work was performed in order to provide a seamless paved surface for the motoring public, and
 
WHEREAS, the Transportation Division agreed to reimburse the Division of Sewerage and Drainage for the construction costs of the additional pavement replacement and resurfacing work, and
 
WHEREAS, the Transportation Division has programmed $50,000.00 in the 2004 Capital Improvements Budget for roadwork funded by the Municipal Motor Vehicle License Tax Fund that has not yet been appropriated, now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the sum of $50,000.00 be and hereby is appropriated from the unappropriated balance of Fund 266, the Municipal Motor Vehicle License Tax Fund, and from all monies estimated to come into said Fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2004, to the Transportation Division, Department No. 59-09, as follows:

SECTION 2.  That the City Auditor be and is hereby authorized to issue payment to the Division of Sewerage and Drainage in the amount of $48,638.00 for payment of the costs related to the construction of the additional pavement replacement and resurfacing of Sycamore Road, as requested by the Transportation Division.
 
SECTION 3.  That the sum of $48,638.00 is hereby authorized to be expended from Fund 266, the Municipal Motor Vehicle License Tax Fund, Department No.59-09, Transportation Division, Object Level One Code 06, OCA Code 599118, Object Level Three Code 6631, and OCA Code 599118.
 
SECTION 4.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
