Background:
Columbus Next Generation Corporation is a non-profit real estate development group that focuses on maintaining public and private partnerships to aid in creating viable land development opportunities in underserved communities in Columbus.
Ours Brothers Keepers is a local non-profit that offers transitional housing, a drop-in center, GED tutoring services, mental health counseling, and educational and job-skills training workshops to underserved youth in the Krum Park neighborhood and surrounding communities.
Columbus Next Generation Corporation has partnered with Ours Brothers Keepers to rehabilitate the building owned by Ours Brothers Keepers at 2918 E. Fifth Avenue to create transitional housing units for low-income households.
Ordinance 3360-2022 authorized the Director of the Department of Finance and Management to appropriate and expend $420,000.00 of the United States Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) funding through the Columbus Next Generation Corporation Transitional Housing Rehabilitation subrecipient grant agreement.
Ordinance 1501-2024 authorized the Director of the Department of Finance and Management modify the subrecipient grant agreement in order to extend the period of the agreement through March 31, 2025.
This ordinance is needed to authorize the Director of the Department of Finance and Management to modify the aforementioned subrecipient grant agreement to extend the time period of the agreement through July 31, 2025 due to unforeseen project delays.
Fiscal Impact: There is no additional funding required for this extension.
Emergency Designation: An emergency exists in the usual daily operation of the Department of Finance and Management in that it is immediately necessary to authorize the modification of this subrecipient grant agreement, so that the Department of Finance and Management can comply with federal requirements and deadlines, as a grantee's timely expenditure of CDBG funds is considered by HUD when calculating annual grant allocations, all for the immediate preservation of the public health, peace, property, and safety.

WHEREAS, the City supports Columbus Next Generation Corporation’s mission to transform communities into vibrant and productive places desired by both residents and businesses; and
WHEREAS, the City supports Ours Brothers Keepers’ mission to uplift, motivate, and educate underserved youth; and
WHEREAS, through Ordinance 3360-2022, Council authorized the Director of Finance and Management to appropriate and expend $420,000.00 in CDBG funds and enter into a subrecipient grant agreement with Columbus Next Generation Corporation; and
WHEREAS, the term of the subrecipient grant agreement with Columbus Next Generation Corporation provided a time period commencing January 1, 2023, and ending July 31, 2024; and
WHEREAS, through Ordinance 1501-2024, Council authorized the Director of Finance and Management to modify the subrecipient grant agreement in order to extend the period of the agreement through March 31, 2025; and
WHEREAS, a second Modification to the subrecipient grant agreement is necessary to extend the period of the agreement through July 31, 2025 due to unforeseen project delays; and
WHEREAS, it is necessary to authorize the Director of Finance and Management to modify this subrecipient grant agreement to extend the period of performance through July 31, 2025 due to unforeseen project delays; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Finance and Management in that it is immediately necessary to authorize the modification of this subrecipient grant agreement, so that the Department of Finance and Management can comply with federal requirements and deadlines, as a grantee's timely expenditure of CDBG funds is considered by HUD when calculating annual grant allocations, all for the immediate preservation of the public health, peace, property, and safety; Now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Finance and Management is hereby authorized to modify the Columbus Next Generation Corporation subrecipient grant agreement to extend the time period of the agreement from March 31, 2025 to July 31, 2025.
SECTION 2. That this modification is in accordance with relevant provisions of Chapter 329 of the Columbus City Codes.
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
