Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish four (4) Universal Term Contracts (UTC) for the option to purchase Auto Body Repair Services with Jones Matthew DBA A-tec Auto Body LLC, Keens Auto Body Inc, OHF1 LLC DBA Capital Ford of Columbus and Skinner Diesel Services Inc. The Division of Fleet Management is the primary user of Auto Body Repair Services. Auto Body Repair Services is used to repair city vehicles and equipment. The term of each of the proposed option contracts would be approximately two (2) years, expiring June 30, 2028, with the option to renew for one (1) additional year or portion thereof. The Purchasing Office opened formal bids on February 12, 2026. In addition, the expenditure of $4.00 is hereby authorized from General Budget Reservation BRPO003264.
The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Chapter 329 relating to competitive bidding (Request for Quotation No. RFQ031954). Four (4) bids were received.
The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:
Jones Matthew DBA A-tec Auto Body LLC, CC#025390 expires 5/17/2026, Items 1, 5 and 6, $1.00
Keens Body Shop Inc, CC#004390 expires pending, Items 1-6, $1.00
OHF1 LLC DBA Capital Ford of Columbus, CC#05343 expires 9/17/2027, Items 1, 5, and 6, $1.00
Skinner Diesel Services Inc, CC#004732 expires 5/1/2026, Items 2, 3, and 4, $1.00
Total Estimated Annual Expenditure: $400,000.00, Division of Fleet Management, the primary user
The companies are not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
FISCAL IMPACT: The expenditure of $4.00 is hereby authorized from General Budget Reservation BRPO003264. City Agencies will be required to obtain approval to expend from their own appropriations for their estimated annual expenditures.

WHEREAS, the Auto Body Repair Services UTC will provide for the purchase of auto body repairs for damaged City vehicles and equipment; and,
WHEREAS, the Purchasing Office advertised and solicited formal bids on February 12, 2026, and selected the overall lowest, responsive, responsible and best bidders; and
WHEREAS, it has become necessary in the daily operation of the Department of Fleet Management to authorize the Director of Finance and Management to enter into a Universal Term Contract for the option to purchase; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director is hereby authorized to enter into the following Universal Term Contract for the option to purchase Auto Body Repair Services in accordance with Request for Quotation RFQ031954 for a term of approximately two (2) years, expiring June 30, 2028, with the option to renew for one (1) additional year, or portion thereof, as follows:
Jones Matthew DBA A-tec Auto Body LLC, Items 1, 5 and 6, $1.00
Keens Body Shop Inc, Items 1-6, $1.00
OHF1 LLC DBA Capital Ford of Columbus, Items 1, 5, and 6, $1.00
Skinner Diesel Services Inc, Items 2, 3, and 4, $1.00
SECTION 2. That the expenditure of $4.00 is hereby authorized from General Budget Reservation BRPO003264 of this ordinance to pay the cost thereof.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
