Explanation

 

BACKGROUND: This legislation authorizes an amendment to Ordinance No. 2604-2023, due to an incorrect organization name listed in the ordinance.

 

Image Character Etiquette was authorized by Ordinance 2604-2023 to enter into a grant agreement with the City Clerk.  However ICE Mentors Inc. is the legal name of the organization.  Therefore an amendment is necessary to change the name of the organization authorized to receive funding from Image Character Etiquette Inc. to ICE Mentors Inc.

 

Emergency action is requested in order to execute the grant agreement authorized by 2604-2023

 

FISCAL IMPACT: No additional funding is required. Funds for this agreement have been appropriated within the Neighborhood Initiatives subfund.

 

Title

 

To amend Ordinance No. 2604-2023, passed October 9, 2023, to correct an organization name related to a grant agreement with the City Clerk; and to declare an emergency.

 

Body

 

WHEREAS, Ordinance No. 2604-2023, passed October 9, 2023, authorized the City Clerk to enter into a grant agreement with Image Character Etiquette Inc.; and

 

WHEREAS, at the time of agreement execution, it was discovered that the organization name was incorrect in the ordinance; and

 

WHEREAS, the correct vendor name is ICE Mentors Inc.; and

 

WHEREAS, an emergency exists in the usual daily operation of the City Clerk in that it is immediately necessary to authorize the to amend the ordinance so that the agreement can be executed expeditiously, in light of the completion of the event that was contemplated by the grant agreement, which occurred on October 11, 2023; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Title, third Whereas clause, fourth Whereas clause, and Section 1 of Ordinance 2604-2023 are hereby amended to authorize the City Clerk to enter into a grant agreement with ICE Mentors Inc. instead of Image Character Etiquette Inc. as follows, with additions underlined and deletions struck through:

 

                     Title

                     To authorize the City Clerk to enter into a grant agreement with Image Character Etiquette Inc. ICE Mentors Inc. in support of the International Day of The Girl Summit event; to authorize an appropriation and                      expenditure within the Neighborhood Initiatives subfund; and to declare an emergency. ($50,000.00)

                     WHEREAS, Image Character Etiquette (ICE) ICE Mentors Inc. is a mentoring and empowerment organization created to provide youth with practical lessons and positive examples of how to navigate life;                      and

 

                     WHEREAS, an emergency exists in the usual daily operation of the Clerk's Office in that it is immediately necessary to authorize the City Clerk to enter into a grant agreement providing funding to the Image                      Character Etiquette Inc. ICE Mentors Inc. for the support of the International Day of the Girl event in time to plan the October 11, 2023 event thereby preserving the public health, peace, property, safety and                      welfare; NOW, THEREFORE,

                     SECTION 1.  That the City Clerk is authorized to enter into a grant agreement with the not-for-profit Image Character Etiquette Inc. ICE Mentors Inc. to provide funding support of the International Day of                      The Girl Summit event.

 

SECTION 2. That all other provisions within Ordinance 2604-2023 shall remain the same.

 

SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
