Title: To authorize the Director of the Development Department to modify a contract with the Greater Linden Development Corporation for the Linden Crime Prevention Partnership by extending the contract period; and to declare an emergency.
Explanation
 
BACKGROUND:  This legislation authorizes the Director of the Department of  Development to modify Contract DL012576 with the Greater Linden Development Corporation by extending the contract period for an additional  seven (7 ) months.  The new Time of Agreement will be June 1, 2006 through December 31, 2007.  This contract is funded through the Public Safety Initiatives Fund and supports the Linden Crime Prevention Partnership. Unanticipated staff changes created a delay in the expenditure of funds prior to the original termination date.
 
The Partnership has been established to combat negative perceptions (and misperceptions) regarding safety in Linden. Activities and programs of the Partnership include: the Blockwatch Alliance, comprised of residents in the area who meet monthly to hear various speakers, provide mutual support and exchange information; a resident complaint-driven nuisance abatement program, which partners with the Strategic Response Bureau, the Safety Department Narcotics Unit, Code Enforcement and the Health Department; the Litter League, a summer-long neighborhood clean-up effort that utilizes volunteer judges and awards teams who excel in litter removal; and coordination of National Night Out, an annual celebration of neighborhoods which hosts the Mayor, City Council members, Department officials and community leaders.
 
This ordinance is presented as an emergency to facilitate expenditure of remaining contract funds in a timely manner.
 
FISCAL IMPACT: No additional funds will be allocated for this contract modification.

Body
 
WHEREAS, the Director of the Department of Development desires to modify Contract DL012576 with the Greater Linden Development Corporation by extending the contract period; and
 
WHEREAS, the new Time of Agreement will be June 1, 2006 through December 31, 2007; and
 
WHEREAS, this contract is funded through the Public Safety Initiatives Fund and supports the Linden Crime Prevention Partnership; and
 
WHEREAS, unanticipated staff changes created a delay in the expenditure of funds prior to the ending date; and
 
WHEREAS, the Partnership has been created to combat negative perceptions (and misperceptions) regarding safety in Linden; and
 
WHEREAS, activities and programs of the Partnership include: the Blockwatch Alliance; a resident complaint-driven nuisance abatement program; the Litter League; and coordination of National Night Out; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to modify Contract DL012576 with the Greater Linden Development Corporation by extending the contract period for the preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
Section 1.       That the Director of the Department of Development be and is hereby authorized to modify Contract DL012576 with the Greater Linden Development Corporation by extending the contract period for an additional seven (7) months.  The new Time of Agreement will be June 1, 2006 through December 31, 2007.
 
Section 2.      That this contract modification is made pursuant to Section 329.16 of the Columbus Codes.
 
Section 3.      That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten (10) days after passage if the Mayor neither approves nor vetoes the same.
