Explanation
 
The City of Columbus and Franklin County are currently engaged in a joint project to install GPS/AVL/ITS technology for the COMBAT (Central Ohio Management Based Applied Technology) Project.  COMBAT is an advanced fleet management and automated vehicle location system for multi-jurisdictional public works applications.  Ordinance 0954-2006, passed June 5, 2006 authorized consent with the Ohio Department of Transportation and Franklin County for this project.  This legislation authorizes the City to enter into a Memorandum of Understanding (MOU) for its contribution for the project and authorizes the expenditure of that amount.  The City's share for this project is $522,381.00.  
 
Approximately half of the total amount will be due upon the passage of this ordinance and the remaining half will be due near the completion of the project, now estimated to be October 2008.
 
Fiscal Impact: The estimated cost of this project is $4,093,826.75, which will be 80% funded by ODOT with a 20% local match by Franklin County.  The City of Columbus will reimburse Franklin County for its portion of the local share of the project in the amount of $522,381.00.
 
Emergency action is requested to ensure that all necessary agreements are in place to obtain funding approval for this project.

Body
 
WHEREAS, Franklin County and the City of Columbus have identified the need for a project proposing to install GPS/AVL/ITS technology for COMBAT (Central Ohio Management Based Applied Technology) - an advanced fleet management and automated vehicle location system for multi-jurisdictional public works applications; and
 
WHEREAS, ordinance 0954-2006 authorized consent with the State of Ohio and Franklin County for this project; and
 
WHEREAS, Franklin County is the lead agency for this project; and
 
WHEREAS, this legislation authorizes the Memorandum of Understanding between Franklin County and the City of Columbus for the local share of the project and the expenditure of $522,381.00 for the project; and
 
WHEREAS, an emergency exists in the usual daily operation of the Transportation Division in that it is immediately necessary to ensure that all necessary agreements for the COMBAT Project are in place thereby preserving the public health, peace, property, safety and welfare; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the City of Columbus is authorized to enter into agreement with Franklin County to provide payment to the County for the City's portion of the local share of the Central Ohio Management Based Applied Technology Project (COMBAT).
 
SECTION 2.  That for the purpose of reimbursing Franklin County for the City's portion of the local share of this project, the sum of $522,381.00 or so much thereof as may be needed be and hereby is authorized to be expended from Fund 766, the Streets and Highway Improvement Fund, Department No. 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6651, OCA Code 766133 and Project 590133 (COMBAT-Central Ohio Management Based Applied Technology).
 
SECTION 3.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
