TO THE HONORABLE MEMBERS OF CITY COUNCIL:
 
BACKGROUND:  Passage of this Ordinance will enable replacement of all desk top computers in the Municipal Court Clerk office. The current Court operating system is no longer supported by Microsoft so the system is being migrated to Microsoft Windows XP and the six year old computers are not likely to operate efficiently with the new system. Given numerous application upgrades  over the past six years the current pc's are showing signs of wear and some are beginning to fail. By replacing all units the uniformity of equipment and integrity of the Court case management system will be maintained. Emergency declaration is being requested to be able to install the pc's in as timely a manner as possible.
 
BID INFORMATION:  The computers will be purchased off of City wide universal term contract FL001696 approved by Council on June 2, 2003.
 
FISCAL IMPACT:  Funding for this planned and budgeted expenditure is available within the Municipal Court Clerk Computer Special Revenue 2003 appropriations.

Body
 
Whereas,  the current Court operating system is no longer supported and thus is being migrated to Microsoft Windows XP, and
 
Whereas,  the six year old computers being used by Court Clerk staff are not likely to operate efficiently with Windows XP, and
 
Whereas,  it has become necessary to purchase new Dell computers for Clerk staff thus maintaining uniformity of equipment and integrity of the Court case management system, and
 
 
Whereas,  an emergency exists in the usual daily operation of the Court in that it is immediately necessary to authorize the issuing of this purchase order so as to maintain the effectiveness of the Court case management system thereby preserving the City's public health, peace, safety and welfare; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Director of the Department of Finance be and is hereby authorized on behalf of the Municipal Court Clerk to issue a purchase order to Resource One for the purchase of 250 Dell computers, Dell Quote No. 106794793, Universal Term Contract No.FL001696.
 
SECTION 2.  That for paying the cost hereof, the sum of $241,500.00 or so thereof as may be needed is hereby authorized to be expended from the Municipal Court Clerk Computer Special Revenue Fund, Fund 227, SubFund 02, Organization One 2601, OCA Code 260208, Object Level One 02, Object Level Three 2193.
 
SECTION 3.  That for the reasons stated in the preamble hereto, which is made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take affect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
