Explanation

BACKGROUND:  This legislation authorizes an amendment to Ordinance No. 0763-2026, passed by Columbus City Council on April 27, 2026, to allow for a correction of the lease period.

 

Ordinance No. 0763-2026, passed by Columbus City Council on April 28, 2026, authorized the Director of the Department of Development to execute a lease agreement with Central Ohio Community Improvement Corporation (COCIC) for the shared use of office space at 845 Parsons Ave., Columbus Ohio for the term February 1, 2026 through January 31, 2027.  It was recently discovered that the date was not consistent throughout the ordinance and within the ordaining section the date did not reflect the proper years.  The term of the lease within the ordaining section read February 1, 2025 through January 31, 2026 when it should have been updated to be February 1, 2026 through January 31, 2027.  All other aspects of the original ordinance shall remain in effect. 

 

 

EMERGENCY DESIGNATION: Emergency action is requested in order to correct the lease term to reflect February 1, 2026 through January 31, 2027, as we are trying to establish the purchase order memorializing the lease and cannot without this being updated. 

 

CONTRACT COMPLIANCE:  the vendor number is 017999 and expires 5/19/2028.

Body

WHEREAS, Ordinance No. 0763-2026, passed by Columbus City Council on April 27, 2026, authorized the Director of the Department of Development to execute a lease agreement with Central Ohio Community Improvement Corporation (COCIC) for the shared use of office space at 845 Parsons Ave., Columbus, OH.

 

WHERAS, within the ordaining section the term of the lease agreement read  “February 1, 2025 through January 31, 2026” when the other portions of the ordinance reflected the correct dates; and

 

WHERAS, it was recently discovered that this date listed in the ordaining section was incorrect and should read,  “February 1, 2026 through January 31, 2027”; and

 

WHEREAS, the Director of the Department of Development requests that Ordinance No. 0763-2026 be amended in order to correct the term dates; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to amend Ordinance 0763-2026, passed by Columbus City Council on April 27, 2026 in order to correct the term date of the lease agreement so that the contract can be memorialized within the City’s Financial System thereby preserving the public health, peace, property, safety, and welfare; and NOW THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That Section 1 of Ordinance No. 0763-2026, passed by Columbus City Council on April 27, 2026, be amended to read as follows with additions underlined and deletions struck through: 

                     

                     SECTION 1.  That the Director of the Department of Development is authorized to approve the funding of payments associated with the lease of the shared space at 845 Parsons Avenue for the period  February 1, 2025 through January 31, 2027 February 1, 2026 through January 31, 2027.

 

SECTION 2.  All other aspects of Ordinance 0763-2026 are still in effect.

 

SECTION 3.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes it.
