Proposals were received by the Recreation and Parks Department on February 23, 2011 for the Security Camera and Fire Alarm System Improvements 2011 Design Project, and the selection team conducted interviews and recommended Advanced Engineering Consultants from the following firms:

Consultant shall provide architectural and engineering services to prepare plans and
specifications for bidding for security camera and fire alarm system improvements to selected department facilities. Work includes adding or improving fire alarm systems to several recreation centers and adding camera security systems to facilities. Services shall include the necessary building inventories and evaluations, program development in conjunction with department staff, reports, proposals, cost estimates, bid documents and construction administration services.

Emergency Justification:
An emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to enter into said contract to get safety upgrades into place as soon as possible, thereby preserving the public health, safety and welfare of the public and our employees.

To authorize and direct the Director of Recreation and Parks to enter into contract with Advanced Engineering Consultants, LTD for engineering design and construction documents related to the Security Camera and Fire Alarm System Improvements 2011 Project; to authorize the expenditure of $100,800.00 and a contingency of $9,200.00 for a total of $110,000.00 from the voted Recreation and Parks Bond Fund; and to declare an emergency. ($110,000.00)

WHEREAS, proposals were received by the Recreation and Parks Department on February 23, 2011 for the Security Camera and Fire Alarm System Improvements 2011 Design Project, in which the selection team conducted interviews and recommended Advanced Engineering Consultants; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into contract with Advanced Engineering Consultants in order to get safety upgrades into place as soon as possible, thereby preserving the public health, safety and welfare of the public and our employees; NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Recreation and Parks be and he is hereby authorized and directed to enter into contract with Advanced Engineering Consultants in accordance with the plans and specifications on file in the Recreation and Parks Office.
SECTION 2. That the expenditure of $110,000.00 or so much thereof as may be necessary, be and is hereby authorized, to pay the cost thereof, as follows:

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
