Explanation
BACKGROUND:  The Franklin County Engineer has contracted for the design and total reconstruction of the intersection of Trabue Road and Dublin Road/McKinley Avenue.  The Division of Water currently has a project under design to install a large diameter water transmission main along McKinley Avenue and through this intersection.  In order to save money and to reduce the inconvenience to the public, the Division of Water has requested the addition of various water line improvements to the Franklin County project.  The City of Columbus has agreed to reimburse the Franklin County Engineer for the additional construction costs associated with the various water line improvements.
 
 
 
FISCAL IMPACT: This project is included in the C.I.B.and funds are being provided by the July 14, 2004 bond sale. Emergency legislation is being requested to allow for timely payment of completed work.

Body
WHEREAS, the Franklin County Engineer, has completed road improvements for the Trabue Road and Dublin Road/McKinley Avenue intersection project, and
 
WHEREAS, the Division of Water has requested the addition of various water line improvements to this project, and
 
WHEREAS, the City of Columbus did agree to reimburse the Franklin County Engineer for the construction of the various water line improvements, and
 
WHEREAS, an emergency exists in the usual daily operation of the Division of Water, Department of Public Utilities, in that it is immediately necessary to authorize the Director of Public Utilities to enter into a contract for the construction of various water line improvements on the Trabue Road and Dublin Road/McKinley Avenue intersection project so as to allow for timely payment of completed work for the preservation of public health, peace, property, safety and welfare; Now, Therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1.  That the Director of Public Utilities is authorized to reimburse the Franklin County Engineer for the  construction of various water line improvements in conjunction with the Trabue Road and Dublin Road/McKinley Avenue intersection project.
 
 
Section 2.  That for paying the cost of the construction of these water line improvements, the expenditure of $456,318.00 or as much thereof as may be needed by and the same is hereby authorized from the Water Works Enlargement Voted 1991 Bonds Fund No. 606, Department 60, Division 09, OCA Code 642900, Object Level Three 6629, Object Level One 06, Project Number 690026, to pay the cost thereof.
 
Section 3.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the department administering said project; that the project has been completed and the monies are no longer required for said project except that no transfer shall be so made from a project by monies from more than one source.
 
 
Section 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after the passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
