Explanation
 
Background:       This ordinance will authorize various expenditures for labor, materials and equipment in conjunction with Recreation and Parks facility improvements.  Necessary improvements include but are not limited to concrete work, HVAC, roofing and flooring.  All work will be based on three (3) estimates obtained from qualified contractors and will not exceed $20,000.00 per job.
 
Emergency legislation is required in order to allow these projects to proceed in a timely manner.  There are several small projects that need to be completed prior to the summer season.
 
Fiscal Impact:  $100,000.00 is required and budgeted in the Voted 1999 and 2004 Recreation and Parks Bond Fund to meet the financial obligations of these various expenditures.

To authorize the expenditure of $100,000.00 from the Voted 1999 and 2004 Recreation and Parks Bond Fund for Facility Improvements, and to declare an emergency.  ($100,000.00)
 
 
Body
 
      WHEREAS, various Facility Improvements are necessary within the Recreation and Parks Department; and
 
      WHEREAS, funding is available for these improvements from unallocated balances within the Voted 1999 and 2004 Recreation and Parks Bond Fund; and
 
      WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to expend said funds as there are several small projects in need of completion over the summer season; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
    SECTION 1.   That the purchase of labor, materials and equipment is necessary for Facility Improvements within the Recreation and Parks Department.
 
    SECTION 2.   That the expenditure of $100,000.00, or so much thereof as may be necessary, be and is hereby authorized from the Voted 1999 and 2004 Recreation and Parks Bond Fund No. 702, Dept. 51-01, as follows, to pay the cost thereof.  All work will be based on three (3) estimates and will not exceed $20,000.00 per contract or job.

    SECTION 3.   That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project; except that no transfer shall be so made from a project account funded by monies from more than one source.
 
    SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.
      
    SECTION 5.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
