BACKGROUND:  This ordinance authorizes the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with WB Republic Builders, LLC., for the renovation of the pavement and drainage at Fire Station No. 11, 2150 West Case Road.  
 
The work shall include, but is not limited to, the removal of the existing pavement and installation of concrete pavement and site drainage improvements.  The pavement will be installed in phases.  The renovations are necessary to repair the deteriorating pavement and failing drainage system.     
 
Formal bids were solicited and three companies submitted bids on October 18, 2010 as follows (0 MBE, 0 FBE):
 
WB Republic Builders, LLC.              $167,000.00
Premier Improvements                  $182,000.00
Central Ohio Building Company            $195.860.00
 
The Office of Construction Management recommends that the bid be awarded to the most responsive and responsible bidder, WB Republic Builders, LLC.
 
Emergency action is requested so that the contractor will be able to complete this project before the arrival of inclement weather.
 
WB Republic, Builders LLC. Contract Compliance No. 20-4392564, expiration date February 23, 2011.
 
Fiscal Impact:  Funding for this project is available in the Gov'l B.A.B.'s (Build America Bonds) Fund.   The cost of this contract is $167,000.00.

Body
 
WHEREAS, it is necessary to renovate the pavement and drainage at Fire Station No. 11, 2150 West Case Rd; and
 
WHEREAS, WB Republic Builders, LLC. is the most responsive, responsible, and best bidder for said renovation; and
 
WHEREAS, an emergency exists in the Finance and Management Department, Office of Construction Management, in that it is immediately necessary to authorize the Finance and Management Director to enter into a contract with WB Republic Builders, LLC., for the renovation of the pavement and drainage at Fire Station No. 11, 2150 West Case Road, so that the contractor will be able to complete this project before the arrival of inclement weather, thereby preserving the public health, peace, property, safety and welfare; now, therefore:
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Finance and Management Director is hereby authorized to enter into a contract on behalf of the Office of Construction Management with WB Republic Builders, LLC. for the renovation of the pavement and drainage at Fire Station No. 11, 2150 West Case Road.
 
SECTION 2.   That the expenditure of $167,00.00, or so much thereof that may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:
