Explanation

 

The purpose of this ordinance is to amend ordinance 1792-2023, relating to support for local youth participation in 2023 Public Safety Cadets National Competition.  It will allow for correct appropriation and expenditure of the funds by the Department of Public Safety.

 

FISCAL IMPACT:  There is no fiscal impact from this amendment.

 

 

Title

 

To amend ordinance 1792-2023, relating to support for local youth participation in 2023 Public Safety Cadets National Competition, and to declare an emergency. ($0.00)

 

 

Body

 

WHEREAS, it is necessary to amend ordinance 1792-2023, relating to support for local youth participants attending the 2023 Public Safety Cadets National Competition, to allow for correct appropriation and expenditure of the funds by the Department of Public Safety; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Safety, to ensure the correct appropriation and expenditure of the funds needed in time for this year’s competition, for the immediate preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1:  That ordinance 1792-2023 is hereby amended to read as follows:

BACKGROUND 

 

The purpose of this ordinance is authorize to appropriate $14,000.00 to the Department of Public Safety to enter into a grant agreement with Columbus Police Public Safety Corps. Unit 2222 to support its local youth participation in the 2023 Public Safety Cadets National Competition.

 

The Public Safety Corps is a program designed to get 14 to 20 year olds involved and interested in careers in law enforcement.  It teaches personal and professional skills such as public speaking, resume building, and interviewing skills through both classroom and scenario-based learning. The funding from Council will allow participants to compete in the 2023 Public Safety Cadets National Competition. The Corps has 21 members attending the competition and this funding is needed for travel expenses.

 

 

EMERGENCY DESIGNATION:  Emergency action is requested in order to immediately provide the funds necessary in time for this year’s competition in July.

 

 

FISCAL IMPACT:  Total appropriation is $14,000.00 and is available within the Public Safety Initiatives subfund.

To authorize appropriate $14,000.00 to the Department of Public Safety to enter into a grant agreement with Columbus Police Public Safety Corps. Unit 2222 to support its local youth participation in the 2023 Public Safety Cadets National Competition; to authorize an appropriation and expenditure of $14,000.00 within the Public Safety Initiatives subfund; to authorize payment for reasonable food and non-alcoholic beverages for participants; and to declare an emergency. ($14,000.00)

WHEREAS, this agreement funding will allow participants to compete in the 2023 Public Safety Cadets National Competition; and

 

WHEREAS, $14,000.00 is available in the Public Safety Initiatives subfund for appropriation and expenditure to provide for this need; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Safety, to provide the funds needed in time for this year’s competition, for the immediate preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1:  That the an appropriation to Department of Public Safety to support local youth participation in the 2023 Public Safety Cadets National Competition is hereby authorized to enter into a grant agreement with Columbus Police Public Safety Corps. Unit 2222 to support its participation in the 2023 Public Safety Cadets National Competition.

 

SECTION 2. That the City Auditor is hereby authorized and directed to appropriate $14,000.00 in the Public Safety Initiatives subfund, fund 1000, subfund 100016, to the Department of Public Safety per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That per the action authorized in Section 1 of this ordinance, the expenditure and advanced payment of $14,000.00 or so much thereof as may be needed, is hereby authorized in the Public Safety Initiatives subfund, fund 1000, subfund 100016, per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5.  That the Council hereby finds the expenditure of funds for the purchase of reasonable food & non-alcoholic beverages for these events to serve a proper public purpose by improving lives through encouraging attendance at safety events.

 

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.

SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
