BACKGROUND:   
The Milo-Grogan Neighborhood Plan applies to the Milo-Grogan Area Commission boundary, which is 11th Avenue and Conrail Railroad on the north, Conrail Railroad and St. Clair Avenue on the east, Conrail Railroad and I-670 on the south, and Conrail Railroad on the west. The planning process was initiated at the request of the Milo-Grogan Area Commission and began in October of 2005. An Advisory Group guided the formation of the Neighborhood Plan at regularly scheduled monthly public meetings. The Advisory Group was made up of residents, business owners, and other community members who had previously demonstrated a high level of involvement in the neighborhood. Issues, policies, and strategies were generated for urban design, land use, transportation, community facilities, and housing.  In addition to the Advisory Group meetings, three Open Houses were held, in which the greater Milo-Grogan community was given an opportunity to provide input on the issues highlighted by the Advisory Group.  Upon formation of a complete draft, it was presented to the Milo-Grogan Area Commission, and public input was taken for nearly two months. The majority of this input was then incorporated into the draft, which was presented to the Milo-Grogan Area Commission at its regularly scheduled November 14th, 2006 meeting and was unanimously recommended for adoption. The Development Commission reviewed the plan on November 16th and March 22 and unanimously voted to recommend its adoption by City Council.

Body
 
     WHEREAS, the Milo-Grogan Neighborhood Plan is intended to serve as a guide for development, redevelopment, and the planning of future public improvements; and
 
     WHEREAS, the Milo-Grogan Area Commission and Plan Advisory Group guided the development of the Milo-Grogan Neighborhood Plan; and
 
     WHEREAS, committee meetings, presentations, open houses, and public presentations were conducted as part of the public planning process; and
 
     WHEREAS, the recommendations of the Milo-Grogan Neighborhood Plan address zoning and land use issues, infrastructure needs, and other community priorities; and
 
     WHEREAS, the Milo-Grogan Area Commission has endorsed the Plan and recommended adoption by City Council; and
 
     WHEREAS, after public notice, public hearings were held at which the Development Commission approved the Milo-Grogan Neighborhood Plan and recommended its adoption to City Council; now, therefore,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
     Section 1.     That the Milo-Grogan Neighborhood Plan is hereby adopted to establish guidelines for development, redevelopment, and the planning of future public improvements.
 
     Section 2.     That all city of Columbus departments and divisions are hereby authorized and directed to use the Milo-Grogan Neighborhood Plan in initiating or reviewing projects within the planning area or adjacent areas and require that such projects generally conform to the plan.
 
     Section 3.     That the Department of Development is directed to monitor the use of the Milo-Grogan Neighborhood Plan, and to present to City Council any amendments necessary to keep the plan up-to-date.
 
     Section 4.     That copies of the Milo-Grogan Neighborhood Plan shall be kept on file in the Department of Development, Planning Division.
 
     Section 5.     That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
