Explanation

 

BACKGROUND: This ordinance authorizes the Board of Health to modify an existing contract with Intrado Life & Safety Solutions Corporation (Ord 1593-2023), for the maintenance, setup and connectivity of four additional 911 Viper Phone Systems for the Right Response Unit with Columbus Public Health’s Neighborhood Social Services program, for the period of December 1, 2023 through December 31, 2026, in an amount not to exceed $68,840.97 for a new contract total amount of $1,338,518.04.

 

The current contract is a five-year agreement that will further enhance the 911 System to assure that it stays National Emergency Number (NENA) compliant.  The City of Columbus operates a fully redundant, geo-diverse set of Public Safety Answering Point (PSAP) controllers that currently support operations at the Columbus wireless PSAP and the Columbus backup PSAP. The Division of Support Services upgraded the existing 911 system in 2012 with an additional upgrade in 2016 for text to 911 compatibility.  This current upgrade will procure new hardware as well as upgrade the software to ensure compliance with NENA standards and to provide continued services. The modification will add four 911 Viper Phone Systems for the Right Response Unit’s (RRU) use.

 

Bid Information:  This is being executed in accordance with the sole source provisions of Chapter 329 of the Columbus City Codes. Intrado Life & Safety Solutions Corporation is the proprietary software licensing and maintenance contractor for the City's current 911 System.

FISCAL IMPACT: $68,840.97 is fully budgeted in the American Rescue Plan Act fund and does not require a city match.

Body

 

WHEREAS, it is immediately necessary to add four 911 Viper systems for the Right Response Unit (RRU) program; and

 

WHEREAS, it is necessary to authorize the expenditure of up to $68,840.97 in order to add additional 911 Viper phones for RRU use; and

 

WHEREAS, Intrado Life & Safety Solutions Corporation is the current vendor and sole source provider of the City's current 911 Viper system; and

 

WHEREAS, this acquisition is being submitted in accordance with the sole source provisions of the Columbus City Codes Chapter 329; and

 

WHEREAS, an emergency exists in the usual daily operation of the Board of Health in that it is immediately necessary to authorize the Board to modify the existing contract with with Intrado Life & Safety Solutions Corporation for the maintenance, setup, and connectivity of four (4) additional 911 Viper Phone Systems for the Right Response Unit, all for the immediate preservation of the public health, peace, property, and safety; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Board of Health is hereby authorized to modify an existing contract with Intrado Life & Safety Solutions Corporation for four additional 911 Viper Phone Systems for RRU use.

 

SECTION 2.  That to pay the costs of said contract, the expenditure of up to $68,840.97 is hereby authorized from the American Rescue Plan Act Fund, Fund No. 2209, Department No. 50, Division 5001,

 

SECTION 3.  That this contract is in compliance with the provisions of Chapter 329 of the Columbus City Codes.

 

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City’s financial records.

 

SECTION 6.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
