Explanation
 
Background: The Columbus Downtown Development Corporation is the owner of the Lazarus Building and desires to donate, to the City of Columbus, and install signage along West Town Street between South High Street and South Front Street which highlights the building's history and its renovation as an example of sustainable development.
 
Fiscal Impact: No funding is required for this legislation.
 
 
Title
 
To authorize the Director of the Department of Development to accept donation of signage to be installed within the sidewalk right of way of West Town Street and to execute a maintenance agreement for the signage with Columbus Downtown Development Corporation; and to declare an emergency.
 
 
Body
 
WHEREAS, the Lazarus Building is an historic icon for the City of Columbus and its award winning restoration is an outstanding example of sustainable development; and
 
WHEREAS, the Downtown Development Corporation, (CDDC) is the owner of the Lazarus Building and is engaged in redevelopment of the property; and
 
WHEREAS, the Columbus Downtown Development Corporation desires to donate signage highlighting the building's historic and redevelopment significance; and
      
WHEREAS, the Columbus Downtown Development Corporation desires to enter into a maintenance agreement to maintain the signage on behalf of the City of Columbus as part of the Town Street enhancement project; and
 
WHEREAS, the signage has been presented and received approval by the Downtown Development Commission during the July 13, 2007 meeting; and
      
WHEREAS, an emergency exists in the usual daily operation of the Department of Development to accept donation of signage to be installed on the exterior of the Lazarus Building and within the public right-of way and to execute a maintenance agreement for signage with the Columbus Downtown Development Corporation; NOW THEREFORE,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
Section 1. That the Director of Development is authorized to accept donation of signage to be installed within the sidewalk area of West Town Street and to execute a maintenance agreement for the signage with Columbus Downtown Development Corporation in substantially the form attached hereto.
 
Section 2. That for the reasons stated in the preamble hereto, this ordinance is hereby declared to be an emergency and shall take effect and be in force after its passage and approval by the Mayor or ten days if the Mayor neither approves nor vetoes the same.
