Explanation
The Columbus Health Department has a need to purchase additional, built-in shade systems for their facility at 240 Parsons Avenue. The east side of this facility has a glass front. With the exception of all small area where the stairwell is, shade systems are already in place and working well. It is necessary to install a shade system in this last section to block the morning sunlight for the safety of our clients and staff who use the stairwell. Two smaller systems are need in the Sexual Health and Central Cashier's area for safety and security reasons. The total amount of this expenditure is $3,536.00.
The purpose of this legislation is to authorize the City's Finance Director to enter into a contract with Accent Draperies for the purchase and installation of additional shade systems. Performance document RP022279 requesting the bid process was sent to Purchasing on September 13, 2007. Purchasing posted bid # SO026614 to their Vendor Services bid site on September 18, 2007 and solicited all vendors registered for the bids assigned commodity code (26520). Purchasing closed the bid on September 25, 2007. Accent Draperies was the only bidder. Their bid is in full compliance with all specifications and meets budget expectation. The minimum life expectancy for this product is 15 years and is warranted by the manufacturer.
Emergency Designation: Emergency legislation is necessary to complete the purchase and installation as soon as possible because of the safety factors.
Fiscal Impact: This capital improvement project expenditure is budgeted within The Blind School Renovation Project, Fund 706.

To authorize and direct the City's Finance and Management Director to establish a purchase order with Accent Draperies for the purchase and installation of shade systems at the Health Department; to authorize the expenditure of $3,536.00 from the Health Renovation Fund; and to declare an emergency. WHEREAS, the Health Department has identified a need for four additional shade systems to be installed at their 240 Parsons Avenue facility to address safety and security issues; and
WHEREAS, informal bids were sought through the City's Vendor Services webpage, Solicitation No. SO026614, and Accent Draperies was the only bidder; and
WHEREAS, the bid received from Accent Draperies is in full compliance with all specifications and meets budget expectation; and
WHEREAS, an emergency exists in the daily operations of the Department of Health in that it is immediately necessary to enter into a contract for the purchase and installation of shade systems for the Health Department's 240 Parsons Avenue facility for the immediate preservation of the public peace, property, health, safety and welfare, now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Finance and Management is hereby authorized and directed to establish a purchase order with Accent Draperies for the purchase and installation of four additional shade systems at the Health Department's 240 Parsons Avenue facility.
Section 2. That the expenditure of $3,536.00 is hereby authorized from the Health Renovation Fund, Fund No. 706, Project No. 570053, Department of Health, Division No. 50, Object Level One 06, Object Level Three 6640, OCA No. 501713.
Section 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.
Section 4. That for reasons stated in the preamble hereto, which is hereby made a part thereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
