Explanation
BACKGROUND: This ordinance authorizes the Department of Finance and Management to enter into contract with Castle and King LLC in the amount of $56,071.86 and Galls LLC in the amount of $22,241.52. The Division of Police SWAT was approved for the purchase of SWAT Tactical Chemical, Biological, Radiological, and Nuclear defense (CBRN) specialized equipment; Air Purifying Respirators, voice projection units & CBRN Suits, by the FY24 State Homeland Security Grant. (SHSP) The Division of Police SWAT is responsible for responding to terrorism and CBRN type incidents that require the use of specialized equipment. The Division of Police SWAT is requesting approval for the purchase of 30 chemical suits including boots and gloves, 27 air purifying respirators, and 27 voice projection units.
Five proposals were received by the bid closing date of March 19, 2026, and the evaluation committee determined that Castle and King LLC and Galls LLC, were the highest qualified bidders. It is now necessary to authorize the Director of the Department of Finance and Management to enter into contract with Castle and King LLC and Galls LLC for the purchase of the CBRN specialized equipment.
BID INFORMATION: The CBRN specialized equipment was bid out by purchasing through RFQ032198. This bid opened on 03/20/2026 and the lowest most responsive bidders were Castle and King LLC and Galls LLC.
CONTRACT COMPLIANCE: Castle and King LLC, CC-053063 expires 7/8/2027; Galls LLC, CC-007478, expires 4/21/2027.
These companies are not debarred according to sam.gov or prohibited from being awarded a contract as per the Auditor of State unresolved findings for recovery certified search.
EMERGENCY DESIGNATION: Emergency legislation is requested to expedite the process of this purchase to meet the deadlines of the grant award and to supply The Division of Police; SWAT Unit with the necessary CBRN specialized equipment.
FISCAL IMPACT: This ordinance authorizes two expenditures totaling $78,313.38, or so much thereof as may be needed, from the FY24 SHSP Grant for the purchase of CBRN specialized equipment for the City of Columbus, Division of Police SWAT. General Government Grant Funds have been appropriated under the FY24 SHSP Grant Award for this purchase.

To authorize the Department of Finance and Management, on behalf of the Division of Police SWAT, to enter into contract with Castle and King LLC and Galls LLC for the purchase of CBRN specialized equipment; to authorize two expenditures totaling $78,313.38 from the FY24 SHSP Grant; and to declare an emergency. WHEREAS, The Division of Police SWAT was awarded the FY24 SHSP for the specific purchase of CBRN specialized equipment; and
WHEREAS, this equipment will replace the existing, aging items currently being used by SWAT; and
WHEREAS, the Department of Finance and Management issued a Request for Quotations for CBRN specialized equipment; and
WHEREAS, five proposals were received via RFQ032198, and it was determined that Castle and King LLC and Galls LLC were the lowest, responsible, responsive, and best bidders; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Finance and Management, in that it is immediately necessary to authorize the Director to enter into contract with Castle and King LLC and Galls LLC to purchase the requested items within the grant period, to improve our response to terrorism or terrorist threats, for the immediate preservation of the public peace, property, health, safety and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Department of Finance and Management be and is hereby authorized to enter contract with Castle and King LLC and Galls LLC for the purchase of CBRN specialized equipment.
SECTION 2. That two expenditures totaling $78,313.38 or so much thereof as may be needed, and the same is hereby authorized from the FY24 SHSP Grant in Object Class 02 Materials and Supplies, per the accounting codes attached to this ordinance.
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated from the FY24 SHSP Grant, and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.
SECTION 5. That the City Auditor is hereby authorized to transfer appropriations between object classes for the contract with Castle and King LLC and Galls LLC as needed upon request by the Department of Finance and Management, on behalf of the Division of Police SWAT.
SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
