Explanation

 

This legislation authorizes an appropriation to the Recreation and Parks Department in support of their Adopt A Center and Job Readiness Programs.

 

$15,000.00 of this funding will support the Adopt A Center program which was created to better serve the unique needs of each community served by Columbus Recreation and Parks Community Centers. This holiday season, Recreation and Parks will be working to provide meals, hygiene items, winter coats and clothing for families as well as holiday toys for kids through the Adopt a Center program.

 

$85,000.00 of this funding will support the Job Readiness program which is a workforce development initiative designed for youth ages 14-23. The program is dedicated to equipping participants with the tools and experiences needed to confidently move toward future pursuits.

 

Emergency action is necessary to provide the Recreation and Parks Department with resources to support the Adopt A Center and Job Readiness Programs before the holiday season.

 

Fiscal Impact: Total appropriation of $100,000 is available within the Neighborhood Initiatives subfund.

Body

 

WHEREAS, the Adopt A Center program which was created to better serve the unique needs of each community served by Columbus Recreation and Parks Community Centers; and

 

WHEREAS, this holiday season, Recreation and Parks will be working to provide meals, hygiene items, winter coats and clothing for families as well as holiday toys for kids through the Adopt a Center program; and

 

WHEREAS, the Job Readiness program is a workforce development initiative designed for youth ages 14-23; and

 

WHEREAS, the Job Readiness program is dedicated to equipping participants with the tools and experiences needed to confidently move toward future pursuits; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Recreation and Parks in that it is immediately necessary to provide these funds support the Adopt A Center and Job Readiness Program before the holiday season, for the immediate preservation of the public health, peace, property, and safety; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1:  That the City Auditor is hereby authorized and directed to appropriate $100,000.00 within the Neighborhood Initiatives subfund, fund 1000, subfund 100018, per the accounting code in the attachment to this ordinance.

 

SECTION 2:  That the Auditor is hereby authorized and directed to transfer $100,000.00 from the Neighborhood Initiatives subfund, fund 1000, subfund 100018, to the Recreations and Parks Operating fund, fund 2285, per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the Auditor is hereby authorized and directed to appropriate $100,000.00 within the Recreations and Parks Operating fund, fund 2285, per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That the expenditure of $100,000 is hereby authorized from the Recreations and Parks Operating Fund per the accounting codes in the attachment to this ordinance.

 

SECTION 5:  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6:  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.

 

SECTION 7:  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
