Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Technology to modify and extend contract EL001384 with Unisys Corporation for software license support. The Department of Technology utilizes Unisys Corporation's ClearPath system that supports specialized applications, allows the department to analyze and examine business value of applications and integrates multiple operating environments. The contract funded by this legislation is required to continue daily operational support for the Auditor's Office Payroll application and Public Safety Police LEADS (Law Enforcement Agencies Data System) applications that are maintained by the Department of Technology. The result of this legislation is to authorize the expenditure of funds in the total amount of $88,153.00 for the following services:
1. ClearPath System Surety Support Services: Provides maintenance services for computer mainframes that contain Payroll and Police LEADS applications through June 2003, in the amount of $69,492.00.
2. ClearPath System Annual Software License: Provides the license agreement for Payroll and Police LEADS applications in the amount of $18,661.00.
The original agreement, contract EL001384, was executed effective June 1, 2001 and shall continue until terminated by either party.
FISCAL IMPACT: Earlier this year, DoT expended $97,135.48. This amount was comprised of (1) $71,598.48 for hardware and software support services from July 1, 2002 through June 30, 2003, (2) $18,661.00 for annual software license fees, and (3) $6,876.00 covering a 60-month license fee for TAD (Test And Debug System) Software.
An additional $88,153.00 is being authorized via this legislation for (1) ClearPath System Surety Support Services, $69,492.00 for the payment period of July 1, 2003 through June 30, 2004, and (2) ClearPath System Annual Software License, $18,661.00 for the payment period of July 31, 2003 through July 30, 2004.
Funding is available in the 2003 Information Services Fund.
EMERGENCY: There is an immediate need to modify and extend a contract with Unisys Corporation in order to maintain uninterrupted support and services for the Police LEADS and Payroll applications.

WHEREAS, Funding is budgeted and available in the 2003 Information Services Fund, and
WHEREAS, an emergency exits in the usual daily operation of the Information Services Division in that it is immediately necessary modify and extend a Contract with Unisys Corporation for the purchase of a software license fees, now therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1: That the Director of the Department of Technology be and is hereby authorized to modify and extend EL001384 for software license hardware and software support and services from Unisys Corporation, related to operation of the ClearPath mainframes.
SECTION 2: That the expenditure of $88,153.00 or so much thereof as may be necessary is hereby authorized to be expended from:
