Explanation

 

This legislation authorizes the Director of Public Utilities to enter into a professional engineering services contract with URS Corporation-Ohio, Inc., in connection with the Big Walnut Augmentation/Rickenbacker Sanitary Interceptor-Lockbourne Intermodal Project.

 

This contract will authorize the preparation of construction plans and specifications for a sanitary subtrunk sewer that will provide sanitary sewer service to the western portion of the Rickenbacker Air National Guard Base and will include service to the Village of Lockbourne and the proposed intermodal transportation facility.

 

According to an independent study, over the next 30 years, this proposed development will produce an estimated 9,500 direct jobs; 10,900 indirect jobs; 34 million additional square feet of industrial building development; $1.2 billion of building construction; $1.37 billion invested in machinery and equipment; $15.1 billion of economic impact; $800 million in direct local, state and school district tax revenues; and $1.26 billion of indirect tax revenues.

 

2.  PROCUREMENT INFORMATION:

The basis for selection of the chosen professional engineering services firm: The Department of Public Utilities advertised a Request for Proposals (RFP) for six Wastewater Treatment Plant projects in the City Bulletin in accordance with the provisions of Section 329.14 of Columbus City Codes.  Three firms submitted detailed proposals for this project to the Director of Public Utilities, on March 31, 2006. 

 

These proposals were reviewed and ranked by a Professional Engineering Services Selection Committee in order to determine the consultant best qualified to provide the services for this project.  The committee ranked the proposals on quality, feasibility and cost.  After careful consideration, the committee recommended that URS Corporation-Ohio, Inc., be selected to provide the engineering services for this project, for which the Director of Public Utilities has concurred.

 

3.  FISCAL IMPACT:

This ordinance requests the transfer of funds within the Voted Sanitary Bond Fund for purposes of providing the additional funds required to award this contract.  The projects from which funds are being transferred will not be adversely affected.  Additional funding will be requested for these projects as their actual needs become fully evident through further detailed planning and program management. 

 

4.  EMERGENCY DESIGNATION:

The Division of Sewerage and Drainage is requesting City Council to declare this ordinance an emergency measure in order to allow the extension of  sanitary sewer service to the large scale economic development project surrounding the Rickenbacker Port Authority's Intermodal facility.

Body

WHEREAS, the Division of Sewerage and Drainage, Department of Public Utilities Facilities Plan includes the provision of extending sanitary sewer service to an area that generally includes the Village of Lockbourne, the Rickenbacker National Guard Airbase and the Rickebacker Port Authority's intermodal transport ecomonic development area; and

 

WHEREAS, the City of Columbus, in its committment to foster economic opportunities for its citizens, will undertake the extension of the aforementioned sanitary sewer infrastructure that is required to allow for the Rickenbacker Port Authority to proceed with the development of the regional intermodal development initiative; and

 

WHEREAS, on March 31, 2006, the Director of the Public Utilities received technical proposals from the professional engineering service firms of Camp, Dresser & McKee, Inc.; MS Consultans; and URS Corporation-Ohio, Inc., for the aforementioned project services; in accordance with the procurement provisions of Section 329.14 of the Columbus City Codes; and

 

WHEREAS, based upon an evaluation of these proposals utilizing predetermined criteria, a selection committee determined that URS Corporation, submitted the best proposal for the required project services, to which the Director of the Department of Public Utilities concurred; and

 

WHEREAS, an emergency exists in the usual daily operation of the Division of Sewerage and Drainage, Department of Public Utilities, in that it is immediately necessary to authorize the Director of Public Utilities to enter into a professional engineering services contract for the aforementioned project, in order to expedite the design of the sanitary trunk extension needed to serve the Rickenbacker Port Authority's intermodal economic development project; for the preservation of the public health, peace, property, safety and welfare, now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

Section 1.  That the City Auditor be and hereby is authorized and directed to transfer a total of $1,865,122.72 from within the Voted Sanitary Bond Fund No. 664| Division 60-05| Object Level Three No. 6676:

Section 2.  That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project; except that no transfer shall be so made from a project account funded by monies from more than one source.

 

Section 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for any contract or contract modifications associated with the expenditure of the funds transferred under Section 1., above.

 

Section 4.  That the Director of Public Utilities be, and hereby is, authorized to enter into a professional engineering services contract with URS Corporation, 277 Nationwide Boulevard, Columbus, Ohio, 43215,  in connection with the Big Walnut Augmentation/Rickenbacker Sanitary Interceptor-Lockbourne Intermodal Project, in accordance with the terms and conditions of the Contract on file in the office of the Division of Sewerage and Drainage Treatment Engineering.

 

Section 5. That the expenditure of $3,865,122.72 or as much thereof as may be needed, be and the same hereby is authorized from the Voted Sanitary Bond Fund No. 664; Division 60-05; within Proj. No.: 650491| SWWTP Primary and Aeration Tank Improvements Project| Obj. Level 3: 6676| OCA Code 650491| $3,865,122.72|

 

Section 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance shall take effect and be in from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
