Explanation

This legislation authorizes the Director of the Office of Diversity and Inclusion (ODI) to enter into a grant agreement with Classic for Columbus Inc, a local non-profit organization, in support of their Classic for Columbus Academy programming, including the All-Star Game event.

 

Classic for Columbus is a local non-profit whose mission is to leverage events to provide a real-life educational experience for students in the areas of sports and entertainment marketing, major event management, and hospitality. Their work helps students develop their administrative, problem-solving, and relational skills to become tomorrow’s captains of the sports and entertainment industries.

 

The City’s support for the College Basketball All-Star Game and Extravaganza (ASG) is a key component of the Classic for Columbus Academy program. ASG serves as the on-the-job training component of the Academy. The Academy provides 40 hours of classroom training and 60 hours of on-the-job training. The City’s support will help provide for supplies, personnel, and services costs and will not be used for any food or beverage costs.

 

Emergency Designation:  Emergency action is requested due to the time sensitive deadlines of event sponsorship; the All-Star Game is taking place on April 20th, 2024.

 

Fiscal Impact: Funding for this agreement is available in the General Fund through the Citywide Transfer Line and in the Job Growth subfund.

Body

WHEREAS, Columbus City Council seeks to support youth workforce development opportunities that inspire entrepreneurship and open doors to new opportunities for Columbus youth and families; and

 

WHEREAS, Classic for Columbus provides both classroom hours and practical experience to Columbus students in the sports and entertainment industries with a focus on diversity, equity, and inclusion; personal development; job readiness; teamwork; and more; and

 

WHEREAS, the Classic for Columbus Academy seeks to serve students from across socioeconomic backgrounds, including those from families below the poverty level; and

 

WHEREAS, Classic for Columbus presents a weeklong celebration of educational, cultural, and entertainment festivities that complement a college basketball game showcasing top players from Historically Black Colleges & Universities versus dynamic players from colleges and universities around Ohio; and

 

WHEREAS, an emergency exists in the Office of Diversity and Inclusion in that it is immediately necessary to authorize the Director to enter into this grant agreement to ensure the timely support of community events, as the All-Star Game for the Classic for Columbus Academy program is scheduled to take place on April 20, 2024; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Office of Diversity and Inclusion is hereby authorized to enter into a grant agreement with Classic for Columbus Inc in support of their Classic for Columbus Academy job readiness programming and College Basketball All-Star Game event, in an amount not to exceed $50,000.00.

 

SECTION 2. That the transfer of $25,000.00, or so much thereof as may be needed pursuant to the action(s) authorized in SECTION 1 above, is hereby authorized within the General Fund, per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the City Auditor is hereby authorized and directed to appropriate $25,000.00 in the Job Growth subfund, fund 1000, subfund 100015, per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  That the City Auditor is hereby authorized and directed to appropriate $25,000.00 in the General Fund, per the accounting codes in the attachment to this ordinance.

 

SECTION 5.  That the expenditure of $25,000.00 or so much thereof as may be needed pursuant to the action authorized in SECTION 1 of this ordinance, is hereby authorized in the Job Growth subfund, fund 1000, subfund 100015 per the accounting codes in the attachment to this ordinance.

 

SECTION 6.  That the expenditure of $25,000.00 or so much thereof as may be needed pursuant to the action authorized in SECTION 1 of this ordinance, is hereby authorized in the General Fund, per the accounting codes in the attachment to this ordinance.

 

SECTION 7. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 8. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 9. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
