Explanation
Background:
This ordinance will enable the Director of Recreation and Parks to accept a grant from the Ohio Department of Education in the amount of $1,093,937.00 and to appropriate these monies to the Recreation and Parks Grant Fund. These funds will provide for the operation of the 2007 Summer Food Service Program. This program will operate from June 11, 2007 through August 24, 2007, serving approximately 100,000 breakfasts and 300,000 lunches at 157 sites.
The Summer Food Service program is administered by the U. S. Department of Agriculture through the Ohio Department of Education. It provides nutritionally balanced breakfasts and lunches to needy children during the summer months when public schools are closed.
Emergency action is requested so the grant can be accepted in a timely manner. Grant confirmation was received from the Ohio Department of Education on April 21, 2007. Emergency legislation is also required to have funding in place for the operation of the 2007 program.
Fiscal Impact:
$1,093,937.00 in grant funding will be used exclusively for the operation of the 2007 Summer Food Service Program. The fiscal impact of this ordinance will be to reduce the Recreation and Parks Grant Fund's unappropriated balance by $1,093,937.00.

WHEREAS, the Ohio Department of Education has awarded the City of Columbus, Recreation and Parks Department, a grant in the amount of $1,093,937.00for the operation of the 2007 Summer Food Service Program; and
WHEREAS, it is necessary to appropriate said funds to the Recreation and Parks Department for expenditures in conjunction with the 2007 Summer Food Service Program; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to accept said grant funds and appropriate said funds as program begins June 11, 2007; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Recreation and Parks be and he is hereby authorized and directed to accept a grant in the amount of $1,093,937.00 from the Ohio Department of Education for the operation of the 2007 Summer Food Service Program.
SECTION 2. That from the unappropriated monies in the Recreation and Parks Grant Fund No. 286, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2007, the sum of $1,093,937.00 is appropriated to the Recreation and Parks Department, Department No. 51-01, Fund No. 286, as follows:

SECTION 3. That the monies in the foregoing Section 2 shall be paid upon order of the Director of Recreation and Parks, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
