Explanation
BACKGROUND: This legislation authorizes the appropriation of Emergency Human Services Capital Funds to the Department of Development and authorizes the Director of the Department of Development to enter into contract with St. Stephen's Community House for costs to refurbish the gym, halls and administrative offices. The gymnasium needs its floor refinished and parts repaired. Walls need painting and bleachers need replacing. The backboards and rims need upgrading and the floor covering needs replaced. Office desks, chairs, file cabinets are over 20 years old and need replacing. Carpet and wall coverings in the halls need replacing. The total amount of this contract is $33,333.00.
This legislation supports St. Stephen's Community House, which serves the residents of the Greater Linden area through programs and services such as employment, social development, community organization, education, childcare and healthcare.
This ordinance is an emergency due to the lack of funding sources to address the immediate building, maintenance, and equipment needs to enable St. Stephen's community House to continue to provide quality programs and services.
FISCAL IMPACT: In 2005, a total of $33,333.00 has been allocated to fund this project through the Emergency Human Services Capital Fund.

WHEREAS, this legislation authorizes the appropriation of Emergency Human Services Capital Funds to the Department of Development; and
WHEREAS, the Director of the Department of Development desires to enter into a contract with St. Stephen's Community House; and
WHEREAS, this project includes the refurbishing of St. Stephen's Community House gym, halls and administrative offices; now, therefore and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to appropriate said funds and to enter into contract with St. Stephen's Community House so that necessary programs continue without interruption, for the preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That from the unappropriated monies in the Emergency Human Services Capital Fund, and from any and all sources unappropriated for any other purpose during the fiscal year ending December 31, 2005, the sum of $ 33,333.00 be and is hereby appropriated to the Department of Development, Department No. 44-05, Fund 232, Object Level One 03, Object Level Three 3337, OCA Code 447508, Project 200001.
Section 2. That the Director of the Department of Development be and is hereby authorized to enter into contract with St. Stephen's Community House for costs to refurbish its gym, halls, and administrative offices for the period of September 1, 2005 through February 28, 2006.
Section 3. That this contract is awarded pursuant to Section 329.15 of the Columbus City Codes, as amended.
Section 4. That for the purpose as stated in Section 2, the expenditure of $33,333.00 much thereof as may be necessary, be and is hereby authorized to be expended from the Emergency Human Services Capital Fund, Department No. 44-05, Fund 232, Object Level One 03, Object Level Three 3337, OCA Code 447508, Project 200001.
Section 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
