Explanation
BACKGROUND: This legislation authorizes an amendment to Ordinance No. 0966-2021 to allow for reimbursement of project related expenses that have been incurred before purchase orders for grant agreements authorized under 0966-2021 are approved by the City.
This need has been identified as the Homeownership Development Program has evolved, as this additional authority provides the Division of Housing and developers’ additional flexibility to develop residential properties more timely and efficiently.
EMERGENCY DESIGNATION: is requested to support the approved emergency designation of Ordinance No. 0966-2021 to avoid disruption of the Program.

WHEREAS, Ordinance No. 0966-2021, passed April 26, 2021, authorized the Director of Development to enter into grant agreements with recipients of the Department of Development’s Homeownership Development Program; and
WHEREAS, it had been discovered as the program has evolved, there may be instances where the City may want to reimburse a developer for project expenses incurred before purchase orders are approved by the City; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to amend Ordinance No. 0966-2021, passed April 26, 2021, in support the approved emergency designation of Ordinance No. 0966-2021 and avoid disruption of the Program, for the immediate preservation of the public peace, health, safety, property, and welfare; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Section 4. of Ordinance No. 0699-2021, passed April 26, 2021, be amended to read as follows: "Section 4. That the Director of the Department of Development is hereby authorized to enter into grant agreements with multiple recipients, including non-profit and for-profit developers and/or builders, of the Department of Development, Division of Housing’s Homeownership Development Program; to allow for reimbursement of project related expense that have been incurred before the purchase order was approved by the City; and to modify the grant agreements funded from this ordinance as necessary to complete the project, up to the amount remaining on this ACPO.”
SECTION 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure which shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes it.
