Background:  
The City Attorney has been contracting with Choices since 1986 and desires to continue the present relationship.  Council previously authorized the City Attorney to enter into a contract with Choices by ordinance 2451-2003 in the amount of $25,500.00, to provide a counselor to assist in the Witness Assistance Program. This modification will extend the contract to May 31, 2006 and allow for an additional expenditure of up to Nine Thousand Dollars ($9,000.00) while a new contract is being put into place.
 
Original Contract:       $25,500.00
1st Modification:                 $  9,000.00
New Contract TOTAL:      $34,500.00
 
Fiscal Impact:
Monies are available in the 2006 budget.  This is a budgeted request.
 
Emergency action is being requested to allow services to continue without interruption.
 
Title
 
To authorize and direct the City Attorney to modify a contract with Choices for counseling and other professional services, to authorize the expenditure of Nine Thousand Dollars, and to declare an emergency. ($9,000.00)
 
Body
 
WHEREAS, the City Attorney desires to modify contract EL004641 with Choices to provide a counselor to assist in the Witness Assistance Program in the City Attorney's Office; and,
 
WHEREAS, this modification will extend the term of the present contract until May 31, 2006 and provide for additional funds in the amount of Nine Thousand Dollars ($9,000.00); and,  
 
WHEREAS, an emergency exists in the usual daily operation of the City Attorney's Office in that it is immediately necessary to enter into this contract modification to prevent interruption in necessary services, thereby preserving the public health, peace, property, safety and welfare; now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO:
 
Section 1.  That the City Attorney be and hereby is authorized to enter into a contact modification with Choices for counseling and other professional services to be rendered in connection with the Witness Assistance Program in the City Attorney's Office.
 
Section 2.  That the sum of Nine Thousand Dollars ($9,000.00), or so much thereof as may be necessary is hereby authorized to be expended to pay the cost of said contract  modification from Department 24-01; Fund 010, OCA Code 240101, Object Level Three 3336.
 
Section 3.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approve by the Mayor, or ten (10) days after passage if the Mayor neither approves nor vetoes the same.
