Explanation
The Keep Columbus Beautiful (KCB) program within the Refuse Collection Division promotes recycling and litter prevention within the city through educational, recycling, waste diversion and clean-up efforts. It is funded by annual "Recycle, Ohio!" grants from the Ohio Department of Natural Resources, city match money required to secure the grant and by private donations. All funds are transferred to/deposited within the General Government Grant Fund where they are subject to appropriation authority and normal spending oversight.
This ordinance authorizes the transfer of $26,815.88 within the General Government Grant Fund. This represents city match and donation money received by the Refuse Collection Division, Keep Columbus Beautiful program from prior years. The availability of these prior-year funds was assumed when a reduction in the 2004 city match amount was made during the budget process. This transfer will maintain a viable program.
FISCAL IMPACT: These funds are on deposit in the General Government Grant Fund in the city treasury. This appropriation and transfer is for calendar year ending December 31, 2004. The Recycle, Ohio grant funds ($141,500.00) were appropriated by Ordinance 0113-2004 passed by City Council on February 2, 2004. City match monies ($28,300.00) were budgeted in the Refuse Collection Division's 2004 General Fund appropriation; these were transferred to and appropriated within the General Government Grant Fund by Ordinance 0473-2004 passed by City Council on April 19, 2004.
Emergency action is requested to allow for uninterrupted operation of the Keep Columbus Beautiful program and to promote efficient accounting practices.

To appropriate $2,965.37 and transfer $26,815.88 between projects within the General Government Grant Fund to benefit the Refuse Collection Division's Keep Columbus Beautiful program and to declare an emergency. ($26,815.88)
Body
WHEREAS, there are prior year city match and donated monies within the General Government Grant Fund intended for use by the Refuse Collection Division's Keep Columbus Beautiful (KCB) program; and
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Refuse Collection Division in that it is immediately necessary to transfer these city match and donated monies for the ongoing operation of the Keep Columbus Beautiful program, thereby preserving the public health, peace, property, safety and welfare; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That from the unappropriated monies in Fund 220, the General Government Grant Fund, and from any and all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2004, the sum of $2,965.37 be and hereby is appropriated to Department No. 59-02, Refuse Collection Division, Object Level One Code 03, Object Level Three Code 3300, OCA Code 593001 and Grant 593001 (2003 Recycle, Ohio! grant).
SECTION 2. That the monies appropriated in the forgoing Section 1 shall be paid upon order of the Public Service Director and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 3. That the transfer of $26,815.88 between projects within Fund 220, the General Government Grant Fund, be and hereby is authorized as follows:

SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
