Explanation
Ordinance No. 3264-2025, passed by Columbus City Council on December 15, 2025, adopted a new Combined Development Related Fee Schedule (“Fee Schedule”) as required by City Code Section 4103.14. This legislation authorizes an amendment to that ordinance for the sole purpose of adding the fees for the Registry of Residential Rental Properties to the Fee Schedule as shown on the attachment to this ordinance. City Code Chapter 4515, the Registry of Residential Rental Properties ("Rental Registry"), was created by Ordinance Number 0923-2026 and passed on April 20, 2026.
The Department of Building and Zoning Services is required to maintain this registry and must, therefore, include the fees in its Fee Schedule. The fees relating to Rental Registry shall be as follows:
- $15.00 per unit annually for each calendar year starting 2027 - maximum of $1,500.00 per complex
o for new units added during any registration year, the fee for that partial year shall be pro-rated based on the date first rented/leased
- Conditional Status designation, per CC 4515.09: $250 +$10/unit
- Late fees:
o up to 120 days late - 10% of annual fees
o 120+ days late - 20% of annual fees
These fees will not be increased for at least three years.

WHEREAS, City Code Chapter 4515, the Registry of Residential Rental Properties (“Rental Registry”), was created by Ordinance Number 0923-2026 and passed on April 20, 2026; and
WHEREAS, the Department of Building and Zoning Services is required to maintain this registry and must, therefore, include the fees for registration in its Fee Schedule, per City Code Section 4103.14; and
WHEREAS, it is necessary to amend Ordinance No. 3264-2025, passed by Columbus City Council on December 15, 2025, for the sole purpose of adding the fees for the Rental Registry to the Combined Development Related Fee Schedule as shown on the attachment; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Building and Zoning Services to amend the Fee Schedule so that the Rental Registry fees can be added; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Ordinance Number 3264-2025, passed by Columbus City Council on December 15, 2025, is hereby amended for the sole purpose of adding the fees for the Registry of Residential Rental Property to the Combined Development Related Fee Schedule, as shown on the attachment to this ordinance. These fees will not be increased for at least three years.
SECTION 2. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
