Title: To authorize the Director of Public Service to apply for a grants with Keep America Beautiful and the Foodservice Packaging Institute Foam Recycling Coalition; to authorize the execution of grant agreements and other requisite agreements related to the grants; to appropriate and expend grant funds awarded by the Keep America Beautiful grant programs and the Foodservice Packaging Institute Foam Recycling Coalition; and to refund any unused funds; and to declare an emergency.

Explanation

 

1.  BACKGROUND

Community Improvement Grants are available on a competitive basis from Keep America Beautiful (KAB), and the Foodservice Packaging Institute Foam Recycling Coalition (FPIFRC).

 

The Keep America Beautiful comprehensive grant application is designed to support the KAB Affiliate network, other nonprofit organizations, and community groups to implement programs or projects designed to build clean, green, and beautiful places for all to thrive and enjoy. The comprehensive grant application allows the applicant to receive eligibility for any Keep America Beautiful grant programs. The City of Columbus, Department of Public Service, Division of Refuse Collection, and Keep Columbus Beautiful (KCB) will apply for multiple grants from Keep America Beautiful listed below, as well as any future grants eligible for consideration under this comprehensive grant application, and one from the Foodservice Packaging Institute Foam Recycling Coalition.

 

Upon execution of the grant agreements with Keep America Beautiful, and the Food Service Packaging Institute Foam Recycling Coalition, the awarded grant funds will be used by the Division of Refuse Collection and Keep Columbus Beautiful, a City of Columbus community improvement program and national affiliate of Keep America Beautiful, for the programs, supplies, and equipment listed below in the grant program descriptions:

 

The America Recycles Day event co-sponsored by Anheuser Busch, will clean-up designated areas in the City of Columbus. Keep Columbus Beautiful will oversee the clean-up, organize the volunteer efforts, and provide the tools and protection equipment necessary for the event. The Division of Refuse Collection and KCB will also provide waste removal, media accommodations, and reporting for the event. A total of $16,000.00 will be awarded.

 

The Cigarette Litter Prevention Program (CLPP) will fund the purchase of KAB approved disposal receptacles, which will be installed throughout the community at homes, business locations, and local parks. The cigarette butt receptacles will be collected and recycled by the TerraCycle organization. A total of $20,000.00 will be awarded.

 

The Martin Luther King, Jr. Recycled Materials Art Competition creates an opportunity for Columbus children to learn more about recycling, the responsible use of resources, and sustainable living through creative exploration. A $500.00 classroom mini-grant will be awarded to the teacher of each winning student group. A total of $20,000.00 in funding will be awarded.

 

The Foam Recycling Coalition will provide funding for the purchase and installation of a high-capacity densifier unit at the Alum Creek Transfer station, to better manage foam recycling collection. The densifier will accept foam materials, such as food service packaging, post-consumer foam packaging and padding, and production scrap from local businesses and residents. A total of $50,000.00 in funding will be awarded.

 

This legislation will authorize the Director of Public Service to apply for the Keep America Beautiful Grant programs authorized by the comprehensive grant application, and the Foodservice Packaging Institute Foam Recycling Coalition grant program, and to appropriate and expend grant funds in accordance with the conditions of the grant awards. It also authorizes the execution of agreements in connection with the application for the grants, the award of the grants, the appropriation and expenditure of grant funds, and the return of unused grant funds if any should remain at the end of the grant period.

 

2.  FISCAL IMPACT

Approval of this legislation will authorize the Director of Public Service to appropriate and expend grant funds received from Keep America Beautiful and the Foodservice Packaging Institute Foam Recycling Coalition

 

3.  EMERGENCY DESIGNATION

Emergency action is requested to allow the Department of Public Service to apply for the grants before the application deadline and to expend the grant funds in accordance with the conditions of the awarded grants from Keep America Beautiful and the Foodservice Packaging Institute Foam Recycling Coalition

Body

WHEREAS, Community Improvement Grants are awarded on a competitive basis by Keep America Beautiful and the Foodservice Packaging Institute Foam Recycling Coalition for projects designed to build clean, green, and beautiful places for all to thrive and enjoy; and

 

WHERAS, the Director of Public Service is authorized to apply for and accept the Keep America Beautiful and the Foodservice Packaging Institute Foam Recycling Coalition grants in accordance with the conditions of the grant awards; and

 

WHERAS, the Director of Public Service is authorized to execute a grant agreements with Keep America Beautiful and the Foodservice Packaging Institute Foam Recycling Coalition; and

 

WHEREAS, the Department of Public Service can utilize grant funds from Keep America Beautiful and  the Foodservice Packaging Institute Foam Recycling Coalition to fund community improvement initiatives and programs; and

 

WHEREAS, it is necessary to appropriate the grant funds so they can be expended on these important programs; and

 

WHEREAS, an emergency exists within the Department of Public Service in that it is immediately necessary to authorize the Director of Public Service to apply for, accept, appropriate, and expend grant monies, contingent upon the execution of the grant agreements from Keep America Beautiful and the Foodservice Packaging Institute Foam Recycling Coalition as soon as possible due to grant application deadlines; thereby preserving the public health, peace, property, safety and welfare; now therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

 

SECTION 1. That the Director of Public Service be and is hereby authorized to submit applications for grants from Keep America Beautiful and the Foodservice Packaging Institute Foam Recycling Coalition and to accept said grants, if awarded.

 

SECTION 2. That the Director of Public Service be and hereby is authorized to execute any agreement or other documents necessary to effectuate applying for and receiving Keep America Beautiful and Foodservice Packaging Institute Foam Recycling Coalition grant funding.

 

SECTION 3.  That the Director of Public Service be authorized to appropriate and utilize grant funds from the Keep America Beautiful and the Foodservice Packaging Institute Foam Recycling Coalition programs in accordance with the terms and conditions of said grants to fund litter control and community improvements. 

 

SECTION 4. That, at the end of the grant period, or upon request of the grantor, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 5.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
