BACKGROUND:
 
This ordinance authorizes a $250,000 supplemental appropriation for the Fleet Management Division of the Public Service Department.  The supplemental appropriation is needed to allow the Fleet Management Division to contract for services, on behalf of the Division of Sewerage and Drainage to rebuild two Cat Loaders at the Compost Facility.  The cost of the contracted services was not anticipated in Fleet's original budget.  Instead, Sewers and Drains intended to replace the equipment and budgeted for the Cat Loaders as a purchase in 2003.  The decision was made to rebuild existing equipment, however, to realize potential cost savings.  
 
The Division of Sewerage and Drainage has accommodated the increase in the Fleet Internal Billing through Ordinance 1745-2003, which passed Council on 7/28/2003.  Ordinance 1745-2003 transferred $240,000 from object level 1 06-6651 to object level 1 03-3380 within the Sewerage System Operating Fund 650.   The Division of Sewerage and Drainage has sufficient authority available in object level 1 03 to cover the remaining $10,000.
 
 
FISCAL IMPACT:
 
The Division of Sewerage and Drainage will realize a cost savings due to rebuilding existing equipment, rather than purchase new equipment.  The Division of Sewerage and Drainage has the capacity to pay the fleet internal bill for this work.

To authorize a $250,000 supplemental appropriation for the Fleet Management Division of the Public Service Department which is needed as a result of an unanticipated equipment re-build on behalf of the Division of Sewerage and Drainage, and to declare an emergency. ($250,000)
 
Body
 
WHEREAS, it is necessary to appropriate funds in the Division of Fleet which is needed as a result of an unanticipated equipment re-build on behalf of the Division of Sewerage and Drainage; and
 
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Division of Fleet Management in that it is immediately necessary to appropriate funds thereby preserving the public health, peace, property, safety and welfare;  NOW, THEREFORE,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That from unappropriated monies in the fleet management service fund, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ending December 31, 2003 the sum of $250,000 be and is hereby appropriated to the fleet management service fund, Fund 513, Department of Public Service, Fleet Management Division, Division No. 59-05, as follows:

SECTION 2.  That said monies shall be paid upon order of the Department of Public Service; and no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
SECTION 3.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves or vetoes the same.
