Explanation
Background
This ordinance will authorize the transfer of $190,210.00 within the General Fund to the Community Relations Commission to allow the Director of the Community Relations Commission to implement the New Americans Initiative Program. Funds were set aside in the 2005 budget in the Department of Finance and Management's city-wide account for this initiative.
The goal of the initiative is to provide coordination of city, county, and State resources to address the needs of our growing immigrant and refugee populations and maximize the impact of existing services. The New American Initiative's goal is to help our immigrant and refugee communities become productive and responsible residents in the City of Columbus. The target populations for this initiative are persons with limited English proficiency (LEP), i.e. persons who cannot speak, read, write or understand the English language at a level that permits him or her to interact effectively with English speakers. Services to be provided include translation of printed materials, interpreter services, signage for city facilities, education and outreach.
Fiscal Impact:
The fiscal impact of this ordinance will be to reduce the Department of Finance and Management's city-wide account by $190,210.00.

WHEREAS, funding was provided in the Department of Finance and Management's city-wide account for the New American Initiative Program; and
WHEREAS, it has been determined that Community Relations Commission will implement this initiative; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
Section 1. That the City Auditor be and is hereby authorized and directed to transfer $190,210.00 within the General Fund, Fund 010 from Dept./Div.#45-01 Finance and Management Department; Object Level 1 10; Object Level 3 5501; OCA 904508 to the Community Relations Commission Dept./Div. #40-02, OCA Code 400212 as follows: Object Level 1 01; Object Level 3 1000; Amount $13,210 and Object Level 1 03; Object Level 3 3000, Amount $177,000.
Section 2. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
