Explanation
This ordinance authorizes the Public Service Director to enter into an agreement to participate and fund a portion of the Southeast Regional Traffic Study. This study will be undertaken by the Mid-Ohio Regional Planning Commission (MORPC) and will be funded by Columbus and Franklin County. The study area will consist of the surface street system in an area bounded by I-70 to the north, US 33 to the south, I-270 to the west and Fairfield County to the east. This study will build off previous planning efforts completed in recent years for this area. These include the Southeast Area Plan (1999), the Ohio Department of Transportation (ODOT) US 33 Access Management Study and the US 33 Major Investment Study. This study will also coordinate with other ongoing studies including ODOT's Far East Freeway Study, ODOT's environmental studies with regard to improvements along US 33 and SR 317 and Rickenbacker area studies. Using existing thoroughfare plans for the area as a basis, traffic assignments will be developed for the study area that will allow meaningful analysis of the existing traffic movements, estimate traffic impacts on the existing network by proposed traffic generators (both individually and cumulatively) and make it possible to project traffic movements on alternative future networks and configurations. The study shall consider the base year (2004), 2030 and intermediate years as necessary for analysis.
Fiscal Impact: The City of Columbus will be responsible for fifty percent (50%) of the cost of this study with the Franklin County Engineer being responsible for the other fifty percent (50%). Funds for this study in the amount of $50,000.00 are budgeted within the Transportation Division's 2005 Capital Improvement Budget in the 1995, 1999 Voted Streets and Highways Fund in the Roadway Improvements project.

WHEREAS, City of Columbus Transportation Division and MORPC have identified the need to improve the transportation system in the Southeast area that is described as the area bounded by I-70 to the north, US 33 to the south, I-270 to the west and Fairfield County to the east; and
WHEREAS, the City of Columbus Transportation Division and the Franklin County Engineer have agreed to a cost, funding shares and schedule for the Southeast Regional Traffic Study, to participate in the conduct of the study, and to provide funding to undertake the study; and
WHEREAS, funds are available in the 1995, 1999 Voted Streets and Highway Fund for this reimbursement; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Public Service Director be authorized to enter into an agreement with the Mid-Ohio Regional Planning Commission, 285 East Main Street, Columbus, Ohio 43215, up to $50,000.00 for the Transportation Division to undertake the Southeast Regional Traffic Study to develop a strategic plan for the purpose of estimating traffic impacts on the existing network by proposed traffic generators and make it possible to project traffic movements on alternative future road networks and configurations.
SECTION 2. That the expenditure of $50,000.00 or so much thereof as may be necessary be and hereby is authorized from Fund 704, the 1995 Voted Streets and Highways Fund, Department 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6682, OCA Code 644385 and Project 530161 to pay the cost of said study.
SECTION 3. This ordinance shall take effect and be in force from and after the earliest period allowed by law.
