Title: To authorize the City Attorney to accept two grants in the total amount $200,800.00 from the Columbus City School District for the Project S.M.A.R.T. program, to appropriate the grant funds for that purpose and to declare an emergency.
Explanation
 
Background:
 
This legislation will authorize the City Attorney to accept two grants from the Columbus City Schools for the continued operation of the Project S.M.A.R.T. program within the Diversion Program.   $77,300.00 has been provided for the school year 02-03 and  $123,500.00 for the school year 03-04.
 
Project S.M.A.R.T. is a program designed to reduce truancy and absenteeism by instituting mediation programs in Columbus City elementary and middle schools.  It is a cooperative effort between the City Attorney's Office and the Columbus City School District.
 
Emergency action is requested to allow for the uninterrupted continuation of the grant program.
 
Fiscal Impact:   The Project S.M.A.R.T. program is entirely grant funded.

Body
 
WHEREAS, the Board of Education of the Columbus City School District has offered the City Attorney's Office two grants to be used to further the efforts of its Project S.M.A.R.T. program.  A grant in the amount of $77,300.00 for the school year 2002-2003 and a second grant in the amount of $123,500.00 for the school year 2003-2004, and
 
WHEREAS, an emergency exists in the usual daily operation of the City Attorney's Office, in that it is necessary to immediately accept the grant money for the continuance of the program and for the preservation the pubic health, peace, property, safety and welfare, and, now therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO:
 
SECTION 1.  That the City Attorney be and hereby is authorized to accept two grants in the amounts of Seventy-seven Thousand Three Hundred and no/100 ($77,300.00) and One Hundred Twenty-three Thousand Five Hundred and no/100 ($123,500.00)  from the Columbus City School District.
 
SECTION 2. That from the General Grant Fund the following allocations are authorized to be  made:

SECTION 3.   That the monies appropriated in the foregoing section shall be paid upon order of the City Attorney; and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
SECTION 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten (10) days after passage if the Mayor neither approves nor vetoes the same.
