Background: This ordinance authorizes the Director of the Office of Diversity and Inclusion to enter into a grant agreement with Johns Hopkins University and accept a grant in the amount of $120,000.00 for the Bloomberg American Sustainable Cities initiative; to authorize the appropriation of $120,000.00 to Fund 2291; and to declare an emergency.
The Bloomberg American Sustainable Cities initiative (BASC) is a three-year initiative designed to turbocharge U.S. cities’ efforts to reduce emissions and confront the crisis of climate change, which disproportionately impacts disadvantaged communities.
Fiscal Impact: The Bloomberg American Sustainable Cities initiative is entirely funded by a grant from Johns Hopkins University and does not generate revenue or require a city match. This ordinance will authorize the appropriation of $120,000.00 in the Office of Diversity and Inclusion Grant Fund 2291.
Emergency Designation: Emergency action is requested so that initiative can commence as quickly as possible.

WHEREAS, the City of Columbus was selected as one of 25 U.S. cities awarded funding by The Johns Hopkins University to build low-carbon, resilient, and economically thriving communities proactively; and
WHEREAS, this grant will allow the City of Columbus to bolster city capacity in driving progress on climate mitigation and promoting equitable outcomes; and
WHEREAS, it is necessary to authorize the acceptance of $120,000.00 within the Office of Diversity and Inclusion general grant fund; and
WHEREAS, the Mayor and City Council are committed to improving economic stability, stronger health and wellbeing, and safer, more resilient neighborhoods; and
WHEREAS, an emergency exists in the usual daily operation of the Office of Diversity and Inclusion in that it is immediately necessary to authorize the Director to accept and enter into a grant agreement with Johns Hopkins to have funding available for necessary expenditures for the Bloomberg American Sustainable Cities initiative, all for the immediate preservation of the public health, peace, property, and safety; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Office of Diversity and Inclusion is authorized and directed to enter into a grant agreement with The Johns Hopkins University and accept a grant in the amount of $120,000.00 for the Bloomberg American Sustainable Cities initiative.
SECTION 2. That the expenditure of $120,000.00 or so much thereof as may be needed, is hereby authorized in Fund 2291 (General Grant Fund), 40-4003 (Office of Diversity and Inclusion), Grant ID# G402501 in object class 02 (Materials and Supplies) and 03 (Purchased Services) per the accounting codes in the attachment to this ordinance.
SECTION 2. That from the unappropriated monies in the General Government Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the subgrant award period, the sum of $120,000.00 appropriated in Fund 2291 General Government Grants in Object Class 02 supplies and 03 purchased services, per the account codes in the attachment to this ordinance. The appropriations are authorized upon receipt of the executed grant agreement or notice of award.
SECTION 3. That at the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused city match monies may be transferred back to the city fund from which they originated in accordance with all applicable grant agreements.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 5. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
