Explanation

BACKGROUND:  This ordinance authorizes the acceptance and appropriation of a $200,000 grant from the Columbus Board of Education and authorizes the Director of the Department of Development to amend the Truancy Intervention Program contract (DL008102) with the YMCA by extending the termination date to June 30, 2006 and increasing the amount by $100,000.

The City of Columbus received funds from Columbus Public Schools to serve as a fiduciary between their organization and the YMCA of Central Ohio, a community-based organization. This YMCA organization will continue to seek a reduction in truancy through educational procedures, case management and other interventions.  In addition to monetary support, the Columbus Public Schools will continue to be responsible for coordination and communication of program expectations to its' school system and to the at-large community. The City of Columbus will continue to facilitate police officers to transport truant students to the designated truancy centers, and to serve as the fiduciary for the contract.

FISCAL IMPACT: This legislation authorizes the acceptance and appropriation of a $200,000 grant from the Columbus Board of Education and the expenditure of $100,000 of these funds through the YMCA. The balance of the grant funds will be used for additional truancy intervention programming that will be provided by another a community-based organization yet to be determined.
