Explanation

1.  BACKGROUND:

This legislation authorizes the Director of Public Service to enter into a professional engineering services contract with Bird & Houk Associates Inc./OHM. 

 

The City of Columbus has developed a Bicentennial Bikeways Plan (BBP) which was adopted by City Council on June 2, 2008.  The Plan identifies specific bikeways improvement projects located throughout the City.  The Division of Mobility Options is responsible for the management and implementation of these improvement projects.

The consultant will deliver work products including such items as conceptual designs, preliminary alignments, traffic analyses, preliminary cost estimates, preliminary environmental analyses, as well as determinations of feasibility and constructability.  Preliminary engineering reports shall serve as the source document for future detailed design efforts.

There are a variety of individual projects to be analyzed as part of this contract.  These improvements are mostly within the right-of-way, and will consist mainly of projects identified in the Bicentennial Bikeways Plan such as shared use paths, bike lanes, and shared routes and spot improvements.  Potential projects to be analyzed include, but are not limited to, the following:

Bikeways:

Citywide Lane Striping and Road Diet Analysis

West Broad Street Bike Lanes (Central Avenue to COSI)

Livingston Avenue Bike Lanes (High Street to Brice Road)

Intersection Improvements

Railroad Crossing Improvements

Town Street and Rich Street Two-Way Conversion (SR315 to Scioto River)

 

Work also includes conducting the necessary traffic engineering and parking analysis to refine BBP recommendations in to practical "complete street" solutions.  For example, road diets that require the removal of travel lanes and/or parking lanes must be analyzed for safety and capacity impacts as well as impacts to adjacent residents or businesses.  Recommendations from the traffic engineering and parking analysis will be illustrated in a conceptual design with cost estimates.

 

The Department of Public Service, Office of Support Services solicited a Request for Proposals for the Bikeway Development - Bicentennial Bikeways Plan contract.  The project was advertised through the City's Vendor Services web site from June 10, 2011, to July 7, 2011.  The city received 7 responses.  6 proposals were deemed minimally compliant and were fully evaluated when the Evaluation Committee met on July 25, 2011.

Bird & Houk Associates Inc. received the highest score by the evaluation committee.  Bird & Houk Associates Inc.  will be awarded the contract for the amount of  $300,000.00. 

 

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against Bird & Houk Associates Inc./OHM.

 

2. CONTRACT COMPLIANCE

The contract compliance number for Bird & Houk Associates Inc./OHM is 25-1228638 and Expires 11/11/11.

 

3. FISCAL IMPACT:

Funding for this project is budgeted in the 2011 Capital Improvement Budget and available within the Streets and Highways G.O.Bonds Fund.

 

4.  EMERGENCY DESIGNATION

Emergency action is requested to provide funding for the professional services described above at the earliest possible time to provide for project analysis and to have plans available for construction of the projects listed above.

WHEREAS, there is a need to provide professional engineering design services in support of the Bikeway Development Capital Improvement program; and

WHEREAS, The Department of Public Service, Office of Support Services solicited a Request for Proposals for the Bikeway Development - Bicentennial Bikeways Plan contract; and

 

WHEREAS, Potential projects to be analyzed include, but are not limited to, the following:

Bikeways:

WHEREAS, Bird & Houk Associates Inc. /OHM submitted the best overall proposals for this contract; and

 

WHEREAS, this ordinance authorizes the award of the Bikeway Development - Bicentennial Bikeways Plan  Contract; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service, in that this legislation should go forth immediately to provide funding for project design to provide analysis and engineering  projects in order to continue the growth of the bicycle infrastructure within the City, thereby preserving the public health, peace, property, safety and welfare; now, therefore

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1.  That the Director of Public Service be and hereby is authorized to enter into a professional services contract for the Bikeway Development - Bicentennial Bikeways Plan Contract with Bird & Houk Associates Inc./OHM, 600 Creekside Plaza Gahanna, OH 43230 for engineering services associated with the Bikeway Development - Bicentennial Bikeways Plan project.

 

SECTION 2.  That the expenditure of up to $300,000.00, or so much thereof as may be needed, be and hereby is authorized from the Streets and Highways G.O. Bonds Fund, Fund 704, Dept-Div No. 59-10, Division of Mobility Options as follows:

SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the mayor, or ten days after passage if the mayor neither approves nor vetoes the same.
