Explanation
 
Background:
This ordinance will authorize the Director of Recreation and Parks to enter into contract with Environmental Design Group for professional services in conjunction with the Smith Farm Park Development Project, for the amount of $410,000.00.
 
Environmental Design Group was selected for this project from proposals received from eight (8) consulting firms, on September 22, 2004.  It was determined that Environmental Design Group's proposal and experience far exceeded the other firms.  Environment Design Group was selected based on  experience, availability, and knowledge of project site.  Project includes construction drawings, construction administration, project administration, and reimbursables.
 
The Contract Compliance Number for Environmental Design Group, is #31-1448403.
 
Emergency action is necessary to begin initial stages of project design to meet time schedule.
 
Fiscal Impact:
$410,000.00 is required and budgeted in the Voted 1995 and 1999 Parks and Recreation Bond Fund to meet the financial obligation of this contract.
 
 
Title
 
To authorize and direct the Director of Recreation and Parks to enter into contract with Environmental Design Group for the Smith Farm Park Development Project, to authorize  the expenditure of $410,000.00 from the Voted 1995 and 1999 Parks and Recreation Bond Fund, and to declare an emergency.  ($410,000.00)
 
 
Body
 
      WHEREAS, proposals were received from eight firms for professional services in conjunction with the Smith Farm Park Development Project; and
 
      WHEREAS, the contract will be awarded based on experience, availability, and knowledge of project site; and
 
      WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into said contract to begin initial stages of project design to meet time schedule; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
      Section 1.   That the Director of Recreation and Parks be and he is hereby authorized and directed to enter into contract with Environmental Design Group for professional services in conjunction with the Smith Farm Park Development Project.
 
      Section 2.   That the expenditure of $410,000.00, or so much thereof as may be necessary, be and is hereby authorized from the Voted 1195 and 1999 Recreation and Parks Bond Fund No. 702, Dept. 51-01, as follows, to pay the cost thereof.

Section 3.   That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project; except that no transfer shall be so made from a project account funded by monies from more than one source.
 
      Section 4.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
