Explanation
This ordinance amends the Management Compensation Plan, Ordinance No. 2713-2013, as amended, by modifying the pay grades of several classifications, by enacting or abolishing several classifications based on Civil Service Commission action, and by amending dental coverage in the Health Insurance section.
Title
To amend the Management Compensation Plan, Ordinance No. 2713-2013, as amended, by amending Sections 5(D), 5(E), and 16(E) and to declare an emergency.
Body
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(D) to abolish the classification of Student Intern III (0788) as a result of Civil Service Commission action; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to abolish the classification of Applications Manager (0588) as a result of Civil Service Commission action; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to abolish the classification of Information Technology Systems Supervisor (0568) as a result of Civil Service Commission action; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to abolish the classification of Public Utilities Division Assistant Administrator (0161) as a result of Civil Service Commission action; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to enact the classification of Criminal Intelligence Manager (0843) and to assign it to Pay Grade 94; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to enact the classification of Deputy Director (Utilities Engineering) (U) (0089) and to assign it to Pay Grade 99; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to modify the pay grade of the classification of Power Division Assistant Administrator (0147) and reassign it to Pay Grade 97; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to modify the pay grade of the classification of Power Division Administrator (0159) and reassign it to Pay Grade 98; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to modify the pay grade of the classification of Sewerage and Drainage Division Assistant Administrator (0166) and reassign it to Pay Grade 97; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to modify the pay grade of the classification of Water Division Assistant Administrator (0149) and reassign it to Pay Grade 97; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 16(E) to extend orthodontia services to any covered member and to include emergency palliative treatment as a preventative dental service effective January 1, 2025; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Human Resources in that it is immediately necessary to amend certain provisions of the Management Compensation Plan in order to meet obligations to employees, departments, and the Civil Service Commission, by amending the established compensation plan by October 28, 2024 for the immediate preservation of the public peace, property, health, safety and welfare; and NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Sections 5(D), 5(E), and 16(E) of Ordinance No. 2713-2013 are hereby amended to read as follows according to the attached document:

SECTION 2. That existing Sections 5(D), 5(E), and 16(E) of Ordinance No. 2713-2013, as amended, are hereby repealed.
SECTION 3. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and the remaining sections of this ordinance shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
