Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into a planned modification of a service contract with Champion Pest & Termite Control LLC to increase funding in an amount up to $5,000 as well as to extend the end date from December 31, 2026 to December 31, 2027,to prevent a disruption in services, to provide pest control services in homes where the Department of Development is completing whole house assessments for home repairs in our Division of Housing home repair programs.

In accordance with C.C. 329.09(a):
1. The amount of additional funds being requested under this modification is $5,000.00.
2. The additional services were anticipated per the original contract and as such, the need for legislative modification is required by operation of C.C. 329.09(b).
3. It is in the City’s best interest to continue with Champion Pest & Termite Control LLC’s current contract to provide pest control services in homes where the Department of Development is completing whole house assessments for home repairs in our Division of Housing’s home repair programs.
4. Prices remain the same as the original contract.
Completing pest control in homes allows for residents to live in a healthier home and allows contractors to have the ability to complete home repairs.
Contract Compliance: the vendor number is 011413 and expires 04/03/2027
FISCAL IMPACT: $5,000 is available within the Housing Division’s 2026 General Fund budget.

WHEREAS, completing pest control in homes allows for residents to live in a healthier home and allows contractors to have the ability to complete home repairs for various Housing home repair programs; and
WHEREAS, the expenditure in an amount up to $5,000.00 is necessary within the 2026 Housing Division’s general fund budget; and
WHEREAS, there is a need to extend the term date of the contract from December 31, 2026 to December 31, 2027, as this is a planned modification based on the initial service contract; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Development to authorize the Director to enter into a planned modification of a contract with Champion Pest & Termite Control LLC to increase funding for pest control services and to extend the contract termination date; and NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Development is hereby authorized to enter into a planned modification of a service contract with the Champion Pest & Termite Control LLC to increase funding in an amount up to $5,000.00 as well as to extend the end date from December 31, 2026 to December 31, 2027, to provide pest control services in homes where the Department of Development is completing whole house assessments for home repairs in our Division of Housing home repair programs.
SECTION 2. That for the purpose as stated in Section 1, the expenditure in an amount up to $5,000.00 or so much there of as may be needed is hereby authorized within Fund 1000 (General Fund), Dept-Div 44-10 (Housing Division), object class 03 (Services) per the accounting codes in the attachment to this ordinance.
SECTION 3. That this modification is in accordance with the relevant provisions of Chapter 329 of the Columbus City Code.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 5. Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance, and the City Auditor shall establish such accounting codes as necessary.
SECTION 6. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
